NOTE: Pattern, Drawings, Deviation Lists, Purchase Descriptions, etc. areNOT stocked at DODSSP. Most documents are available in Adobe PDF format from ASSIST-Online at: http://dodssp.daps.dla.mil. Users may use ASSIST-Quick Search to search for and download available documents directly using standard browser software. Documents that are not available for downloading rom ASSIST-Quick Search canbe ordered from the DODSSP website using the ASSIST Shopping Wizard after obtaining a DODSSP Customer Account by following the registration procedures. Users who do not have access to the internet may contact the DODSSP ASSISTHelp Desk at 215-697-6396 (DSN 442-6396), or mail their request to DLADocument Services, Bldg. 4/D, 700 Robbins Avenue, Philadelphia PA 19111-5094. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. All responsible sources may identify their interest and capability to respond to the requirement or submit proposals, quotationsor capability statements. This notice of intent is not a request forcompetitive proposals. However, all proposals received within 45 days (30days if award is issued under an existing Basic Ordering Agreement (BOA) afterdate of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is soley within the discretion of the Government. Information received will normally be considered soley for the purpose of determining whether to conduct a competitive procurement. Based upon market research, the Government is not using the policies contained in FAR Part 12, Acquisition of Commercial items, in its solicitation for the described supplies or services. however, interested persons may identify to thecontracting officer their interest and capability to satisfy the Government's requirement with a commercial item within 15 days of this notice. To comply with DoD mandate to get better value for defense goods, a target unit price reduction of 10 percent or better is established for this requirement. This price reduction is additive to any other price benefits attributable to market conditions, economic trends and/or quantity variances. Please aggressively evaluate opportunities for reducing overhead costs, improving business practices and reducing wasteful, inefficient processes prior to submitting your offer for this requirement. For Critical Safety Items (CSI), DFARS clause 252.209-7010, Identification of Critical Safety Items, is incorporated by reference. For items for which Government inspection and acceptance will be conducted at the source, DLAD clause 52.246-9004, Product Verification Testing, is incorporated by reference. DLAD clauses can be viewed at http://www.dla.mil/Acquisition/Pages/DLAD.aspx. As applicable, DFARS clause 252.242-7005, Contractor Business Systems, is incorporated by reference. The Government does not possess the drawing for this item. This is an FMS Requirement. DLAD provision 52.215-9023, Reverse Auctions, is incorporated by reference. DLAD clauses can be viewed at http://www.dla.mil/Acquisition/Pages/DLAD.aspx. The design of this part is unstable. Engineering, manufacturing, or performance characteristics indicate that the required design objectives have not been achieved. Major changes are contemplated because the part has a low process yield or has demonstrated marginal performance during tests or service use. These changes will render the present part obsolete and unusable in its present configuration.
