Description
Electrical Capacity and Cooling Towers, Bethesda, Maryland The Department of the Navy, Naval Facilities Engineering Command (NAVFAC) Washington is seeking eligible Small Businesses, Small Disadvantaged Businesses, including 8(a) Certified, HUBZone Small Businesses, Women-Owned Small Businesses and Service Disabled Veteran-Owned Business firms, capable of performing the following: Demolishing the existing cooling towers and constructing new cooling tower cell(s) without service interruption to provide a total capacity of 52,000 GPM. In addition to the cooling towers, this project includes electrical work: constructing a 13.8kV electric underground duct bank based on PEPCO s requirement and integrating load shedding monitor control to the existing switchgears in the electrical vault. The work is to take place at Naval Station Activity Bethesda, MD. This is a DESIGN BUILD construction project. The magnitude of construction is between $25,000,000 and $100,000,000. Upon review of industry response to this Sources Sought Notice, the Government will determine whether a set-aside acquisition, in lieu of full and open competition is in the Government s best interest. The North American Industry Classification Standard (NAICS) Code is 238220, Plumbing, Heating, and Air Conditioning Contractors. The corresponding size standard is $14 million. Construction is estimated to start in MAR 2013 and end in SEP 2014. All identified small businesses are encouraged to respond to this Sources Sought Notice. Contractors are reminded that THIS SOURCES SOUGHT NOTICE IS NOT A REQUEST FOR PROPOSAL . It is a market research tool being used to determine the availability and adequacy of potential small business sources prior to determining the method of acquisition and issuance of an award. Responses to this Sources Sought Notice shall not constitute responses to the solicitation, which is not currently available. As stipulated in FAR 15.201, responses to this notice are not considered offers and cannot be accepted by the Government to form a binding contract. The Sources Sought Notice is not to be construed as a commitment by the Government, nor will the Government pay for the information submitted in response. Respondents will not be notified of the results of any government assessments. The information received will be utilized to assist in formulating the acquisition. No proprietary, classified, confidential, or sensitive information should be included in your response. This documentation shall address, as a minimum, the following: (1) Relevant Experience of the Prime Contractor, for no less than three (3) projects, to include experience in performing efforts of similar size and scope that involved the installation of cooling towers, underground electrical ductbank, and load shedding monitor control within the last five (5) years, including contract number, indication of whether a prime or subcontractor, contract value, utility capacity, Government/Agency point of contract and current telephone number, and a brief description of how the contract referenced relates to the technical services described herein. (2) Company profile to include number of employees, office location(s), and statement regarding small business designation and status. (3) Statement regarding Bonding Capabilities. Provide single project and aggregate capabilities. Submissions must be received at the office cited no later than 2:00 PM Eastern Standard Time on 10 October 2012.
