Description
Justification for an Exception to Fair Opportunity Agency for Healthcare Research and Quality (AHRQ) Division of Contracts Management Action being approved: Task Order Titled: Continue and Expand Longitudinal Program Evaluation of HHS Healthcare Associated Infections (HAI) National Action Plan (NAP) Description of services required: The purpose of this task order is to continue and expand on longitudinal comprehensive program evaluation framework of the U.S. Department of Health and Human Services' (HHS) Healthcare Associated Infections (HAI) National Action Plan (NAP). In doing so, the contractor shall expand the breath of the evaluation to focus on the inter-relationship of the HAI NAP with significant quality improvement efforts that have emerged around HAI's the past three years. This includes the national implementation of CUSP/CLABSI, CUSP/CAUTI, the national implementation of TeamSTEPPS®, the 10SOW for the QIOs, and the launch the Partnership for Patients (PfP). Each of these efforts (as well as others) seeks to reduce and prevent HAIs as well as additional harm to patients. The goal of this evaluation effort is to utilize formative evaluation procedures to identify the progress of these initiatives during the Fiscal Year 2013 and their interrelations to the HAI NAP. Specifically, the contractor shall identify the unique and overall contributions of each effort to the mitigation and prevention of HAIs. Objectives of the project are to: 1. Update the current HAI NAP logic model to guide the new evaluation activities. 2. Continue to gather data that supports the ongoing process evaluation of the HAI NAP but expands this work to a larger set of nationally funded programs including: a. CUSP/CLABSI, CAUTI, VAP, SUSP and SUSP-AS, b. TeamSTEPPS®, c. QIO 9SOW and 10SOW, and d. the HHS Partnership for Patients. 3. Gather and summarize reports, meeting minutes, and presentations related to these patient safety programs. 4. Conduct interviews with a small number of interviews knowledgeable about each of these programs. 5. Track HAI rates through continuing and supplementing the baseline database. 6. Analyze and synthesize the results of these activities to identify unique and aggregate effects of these initiatives. 7. Document this evaluation effort in a special journal supplement. Identification of the exception to fair opportunity: The Order will be issued directly to IMPAQ because it is a logical follow-on to an order already issued under the PEATOC Master IDIQ Contract. All awardees were given a fair opportunity to be considered for the original order. The original order is IMPAQ International Task Order #7 - HAI National Action Plan (NAP). Contracting Officer's Determination: The Contracting Officer determines that the anticipated costs to the Government will be fair and reasonable. The Contracting Officer certifies that this justification is accurate and complete to the best of the Contracting Officer's knowledge and belief. Competition Advocate's Determination: It is determined that this task order will be not be competed in the interest of economy and efficiency, as it is a logical follow-on order to an order already issued under the contract.
