- The National Heart, Lung and Blood Institute anticipates the issuance of a request for proposals NHLBI-CSB-HB-2014-04-JM on or about October 12, 2012 to acquire the services for the Biologic Specimen and Data Repositories Information Coordinating Center (BioLINCC). The overall objective of the BioLINCC program is to provide facilities and staff to maximize the scientific use of two NHLBI resources, the biospecimens in the NHLBI Biologic Specimen Repository (Biorepository) and the clinical study data in the NHLBI Data Repository. BioLINCC will provide informatics, statistical and administrative support to provide online access to these resources, to assist with resource selection and distribution, and to promote resource use. In addition, BioLINCC will assist NHLBI staff with assessing the utility of Biorepository collections. BioLINCC was established in September 2008 to increase the utility of two unique scientific resources, the NHLBI Biologic Specimen Repository (Biorepository) and the NHLBI Data Repository. The Biorepository was established in 1975 and is managed under a separate contract (HHSN2682011000031C) by the Transfusion Medicine and Cellular Therapeutics Branch, Division of Blood Diseases and Resources. The Biorepository contract supports the acquisition, storage and distribution of biospecimens collected on NHLBI clinical studies. The Data Repository was established in 2000 and is coordinated by the Data Repository Program Official in the Epidemiology Branch, Division of Cardiovascular Sciences. This repository collects and distributes redacted datasets from NHLBI clinical studies. Many of the clinical studies represented in the Data Repository also have biospecimens stored in the Biorepository. Prior to BioLINCC, access was not centralized or widely promoted and biospecimens were not linked to their phenotypic data in the Data Repository making searching for biospecimens with specific characteristics difficult. The first year of the current BioLINCC contract (HHSN268200800012C) focused on improving access. Study data and documents were centralized, vials were linked to their phenotypic data, and a robust, flexible and secure web-based communication platform was established. At the beginning of the second year, the BioLINCC website was launched to provide the scientific community with study specific information, a basic search engine, and an online secure application process for biospecimens and data. Currently, over 100 clinical study datasets and over 33 linked biospecimen collections (4.5 million vials) are available online through the public website at www.biolincc.nhlbi.nih.gov. The communication platform also supports a private website with restricted access for registered users. The private website supports communication between requestors and BioLINCC staff and the online review of requests for resources by NHLBI, BioLINCC and Biorepository staff. This announcement is not a request for proposals (RFP) and, although one award is anticipated, the Government is not committed to award a contract pursuant to this announcement. The requirement will cover 60 months and a "Cost-Reimbursement-Completion" type contract is being considered. The ultimate contract type and funding mechanism will be determined by the NHLBI, based on what fits the project's goals and the available funding. The RFP will be available on the FEDBIZOPPS website at http:fedbisopps.gov. Potential Offerors are responsible for downloading the RFP and any/all attachments. It is also Offerors' responsibility to monitor the FEDBIZOPPS for any amendments to the RFP. It has been determined that this acquisition will be set aside for small business concerns under the North American Industry Classification System (NAICS) code 541711.
