- Title: P-1265 Waste Water Treatment Plant, French Creek, Marine Corps Base, Camp Lejeune, North Carolina Solicitation Number: N40085-12-R-7721 Notice Type: Synopsis NAICS: 237110 THIS SYNOPIS IS NOT A REQUEST FOR PROPOSALS. IT IS A PRE-SOLICITATION NOTICE The Naval Facilities Engineering Command, Mid-Atlantic is seeking eligible SMALL BUSINESS 8 (a) firms capable of performing Design-Bid-Build construction services for Waste Water Treatment Plant Upgrades, in the Camp Lejeune, North Carolina area. The magnitude of this construction project will be between $10,000,000 and $25,000,000. THIS COMPETITION IS AN 8(A) SET-ASIDE. THIS PROCUREMENT IS BEING SOLICITED TO 8(A) FIRMS THAT HAVE A CERTIFICATE OF EXISTENCE OR CERTIFICATE OF AUTHORITY ON FILE WITH NORTH CAROLINA. This is a requirement to perform work in the State of North Carolina. Only North Carolina District Office Participants or 8(a) firms that have been reviewed by the North Carolina District Office and approved as having a bonafide office in the State of North Carolina are eligible to respond to this solicitation. The appropriate NAICS Code is 237110. This will be a Design-Bid-Build (DBB), Lowest Price Technically Acceptable. When the actual solicitation is issued, plans and specifications will be available for download (only) from either www.fbo.gov or https://www.neco.navy.mil websites. P1265 - The project will replace the existing headworks at the French Creek Waste Water Treatment Plant with a new headworks structure that will contain four bar screen channels, three mechanical screens, one manual bar rack, conveyors, four grit removal units and a grit removal conveyor. Also included is a new flow equalization basin with mixing and an intermediate EQ pump station to transfer contents from the flow equalization basin to the existing oxidation ditches. Diesel driven back up pumps will be installed at the intermediate pumping station. All but one tank of the existing primary clarifiers will be converted to flow equalization with mixing. A new motor control center will be constructed for the new headworks, flow equalization, and intermediate pump station. CLIN 0001 - The base bid for this project will replace the existing headworks at the French Creek Waste Water Treatment Plant with a new headworks structure that will contain four bar screen channels, three mechanical screens, one manual bar rack, conveyors, four grit removal units and a grit removal conveyor. Option 1: CLIN 0002 - Price for all work related to the construction of the 500,000 gallon digested sludge tank, new sludge tank mixing and pump building, new mixing and pump building for the existing 2,265,000 gallon sludge tank, new influent sludge basin, odor control systems, discharge sludge pump station, 22 foot wide tanker truck access road, truck loading pad, and sludge loading station. Price should include all work shown on sheets GI008, GR102, GR108 through GR111, CG201, CG302, CO201, CU201 through CU204, all related details, structural, plan and section, instrumentation, electrical, and lighting plans, including applicable specifications for the associated work outlined in Option Item No. 1. Option 2: CLIN 0003 - Price, lump sum, for providing all labor, materials, tools, equipment and all else required for and performing all work, including electrical and instrumentation work, for installing ultrasonic strap-on flow meters, along with transmitters and indicators per Section 40 95 00 for each of the following influent force mains at the headworks structure, complete in every respect, tested and accepted, all in accordance with the Contract Specifications and Drawings, with the exception of the 24" force main (pipe No. 116) from the Town of Jacksonville (ONWASA) which shall to be included in Bid Item 0001. 12-inch force main (Pipe No. 101) - Wastewater from Snead's Ferry 24-inch force main (Pipe No. 102) - Wastewater from Tarawa Terrace 12-inch force main (Pipe No. 103) - Wastewater from French Creek 24-inch force main (Pipe No. 104) - Wastewater from Hadnot Point Sustainable design principles will be included in the design and construction of the projects in accordance with Executive Order 13123, NDAA for FY12, H.R. 1540-399 and other laws and Executive Orders. Facilities will meet LEED ratings and comply with Energy Policy Act of 2005. In accordance with Executive Order 13123 and H.R. 1540-399, Offerors shall not propose LEED Gold or LEED Platinum Certification for this requirement. If proposed, it may render the proposal ineligible for award. Low Impact Development will be included in the design and construction of this project. This project will provide Anti-Terrorism (AT) features and comply with AT regulations, physical security and progressive collapse mitigation in accordance with DOD Minimum Anti-Terrorism Standards for Buildings. The approximate Solicitation Release Date of the solicitation is anticipated to be no later than 17 October 2012 and will be posted on the NECO and FedBizOps websites. This solicitation, including all specifications, will only be available in downloadable electronic format. ALL DOCUMENTS will be in the Adobe Acrobat PDF file format and downloadable from the Navy Electronic Commerce Online (NECO) website.
