Description
This is a market survey for the Overhaul and Repair of ASR-11 Optical Rotary Encoders, NSN 5865-01-512-6746, Part Number BIC35-14G6. The Federal Aviation Administration (FAA) Mike Monroney Aeronautical Center, Oklahoma City, Oklahoma has a requirement for the overhaul and repair of the ASR-11 Encoder, NSN 5865-01-512-6746, Part Number BIC35-14G6. The ASR-11 Digital Airport Surveillance Radar (DASR) System is used by the FAA and DOD to control air traffic operations in a terminal airport environment. The BIC35-14G6 encoder is a critical part of the radar antenna and these radar systems are critical to Air Traffic Control in maintaining safety in the National Air Space (NAS). The requirement will be for one base year period with four one-year option periods to be exercised at the sole discretion of the FAA. The repair services will be required to be in accordance with the original equipment manufacturer (OEM) specifications, and with the applicable FAA Standards. BEI Precision Systems and Space Company INC. is the OEM and holds the proprietary rights to the technical documentation, processes, and procedures required to manufacture, overhaul, and repair the parts. The FAA does not have specifications or drawings to necessary to allow another source to repair these units. Interested vendors must have access to the original equipment manufacturer's (OEM) repair manuals, specifications, and drawings. Potential sources must provide documentation to the FAA showing proof of rights to use the data from the OEM. Statements that data will be obtained or that specifications or drawings will be developed are not acceptable. Only those responses providing the required documentation in response to this market survey will be considered prior to further action by the FAA. The responses to this market survey will be used for informational purposes only. This is not a screening information request or request for proposal of any kind. The FAA is not seeking or accepting proposals at this time. The FAA will not pay for any information received or costs incurred in preparing the response to the market survey. Therefore any cost associated with the market survey submission is solely at the interested vendor's expense. This market survey is also being conducted in order to obtain the information necessary to determine whether adequate competition exists to set-aside the competition among small businesses, service-disabled veteran-owned small businesses or 8(a) certified firms. All responses to this market survey must be received by Wednesday, October 10, 2012, 3:00 pm CST (Oklahoma Time).
