- The United States Environmental Protection Agency (EPA), Office of Acquisition Management (OAM), SF/RCRA Regional Procurement Operations Division (SRRPOD), will issue a solicitation to obtain management and analytical support services for the EPA's Office of Superfund Remediation and Technology Innovation (OSRTI) within the Office of Solid Waste and Emergency Response (OSWER). OSWER is an Agency component that is responsible for programs articulated under the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA, or Superfund) of 1980, as amended by the Superfund Amendments and Reauthorization Act (SARA) of 1986; the Resource Conservation and Recovery Act (RCRA) and amendments; and other legislation and Agency directives related to the characterization, remediation, and monitoring of solid and hazardous wastes. The mission of OSRTI is to return contaminated areas of land associated with Superfund sites to communities for safe reuse in a healthy environment. The purpose of the OSRTI Management and Analytical Support Services Contract is to provide support primarily to the OSRTI program in the planning, management, and oversight of the program authorized under CERCLA and SARA. The contractor will provide support to the three OSRTI divisions: the Technology Innovation and Field Services Division (TIFSD), the Assessment and Remediation Division (ARD), and the Resource Management Division (RMD). The contractor receiving this award shall furnish the necessary personnel, supplies, equipment, services, and facilities to perform the Statement of Work (SOW). The SOW consists of seven (7) general tasks that will be required to provide program support to the OSRTI. These tasks are: (1) Supporting strategic planning, analysis, and reporting; (2) Conducting policy, regulatory and legislative analysis, and developing guidance documents; (3) Conducting technical research and supporting transfer of technical information; (4) Supporting program resource and data management; (5) Supporting communications outreach, community relations, and environmental justice activities; (6) Providing support for training, conferences, and meetings; and (7) Maintaining the Clu-In system and related technical content on the EPA website. This requirement shall be 100 percent set aside for small business. This procurement will be solicited, evaluated, and awarded in accordance with the procedures under Federal Acquisition Regulations (FAR) Part 15, Contracting by Negotiation. The EPA anticipates award of a fixed rate indefinite delivery/indefinite quantity contract from this solicitation. The contract's period of performance shall be a five (5)-year base period for a total contract performance period of five (5) years. This solicitation falls under North American Industry Classification system (NAICS) code 541620 for Environmental Consulting Services with the applicable size standard of $14.0 Million. It is estimated that the solicitation will be available on or about November 15, 2012, with a due date of 30 days after release of the solicitation. The purpose of the FedBizOpps announcement is to notify potential offerors of this requirement. To streamline the procurement process, and to utilize the internet and electronic communications to the maximum extent possible, the RFP, any amendments, and other related items for this procurement will be posted at www.FedConnect.net, a free vendor portal. Interested offerors are required to download the Request for Proposal (RFP) and all related documents from the website listed herein. It is the responsibility of potential offerors to monitor the website for updates. No printed copies of the RFP and associated documents will be available. Interested parties are encouraged to view the draft statement of work and conflict of interest provisions and clauses that pertain to this requirement. These documents are available with this notice at www.FedConnect.net. Note: Offerors must only submit written electronic (email or FedConnect's message center) questions during the proposal preparation period. It is requested that all questions be received within ten (10) days after release of the solicitation to allow EPA adequate time to prepare and post responses to all Offerors questions at the EPA website provided above prior to the date and time set for receipt of proposals. EPA will only respond to written electronic (email or FedConnect's message center) questions regarding the solicitation. All questions and Agency responses will be made available via amendment to the RFP and posted on the FedConnect website listed herein. Each question must include the document name, document date, specific page, paragraph, clause, or other definitive citation requiring clarification.
