Description
The NAVSUP FLC Norfolk awarded FSS Schedule Order N00189-12-F-Z374 under GSA Schedule Contract GS-23F-9755H to Booz Allen Hamilton in the amount of $1,523,345.16 on 26 September 2012. The period of performance for this requirement is 01 October 2012 through 30 March 2013. The statutory authority which permits restricting consideration of schedule contractors to fewer than that required in FAR 8.405-2 is 41 U.S.C. 251, as implemented by FAR 8.405-6. The Joint Staff Security Office (JSSO) has an immediate need for security support services to include: in/out processing of personnel, obtaining information system accreditations, protecting classified information, conducting security oversight and inspections, managing security violations/deviations, classification management, marking and control of classified, Contractor DD254 management, Sensitive Compartmented Information Facility (SCIF) accreditation requests, Privacy Impact Assessments, SORNs, and Security Education and Training. The JSSO is responsible for providing comprehensive security services for the Joint Staff and National Military Command Center in the areas of Personnel Security (PERSEC), Physical Security (PHYSEC), Information Assurance (IA), Information Security (INFOSEC), Industrial Security, Sensitive Compartmented Information (SCI) Management, Communications Security (COMSEC), Technical Security (TSCM), Privacy, and Operations Security (OPSEC). The delay filling the requirement through routine procurement steps will impair the JSSO ™s ability to administer the necessary security programs that protect national security and support the Chairman of the Joint Chiefs of Staff (CJCS) as the principal military adviser to the President, Secretary of Defense, the National Security Council (NSC), and civilian Government. If the Government were to process this requirement on a full an open competitive basis, vendors would be required to obtain a Top Secret Sensitive Compartmentalized Information (SCI) level clearance and be required to have the functional capability within the timeframe to execute this requirement. If the support services are not provided by the time required, this will ultimately lead to a delay and will endanger the overall mission requirements of the Joint Staff. Any degradation in this capability will immediately impair JSSO ™s ability to administer the necessary security programs to protect national security and support the Chairman of the Joint Chiefs of Staff (CJCS) as the principal military adviser to the President, Secretary of Defense, the National Security Council (NSC), and civilian Government.
