Description
Product Director Network Systems (PdM NS), Product Director Tactical Radio Communications Systems (PD TRCS) is seeking sources of supply for affordable SAB Handheld Radios with Soldier Radio Waveform (SRW) capability, protecting voice and data transmissions to the Secret Level. The current HQDA validation provides for a not to exceed quantity of 2,120 systems (inclusive of options) as is required to support Capability Set 13 (CS 13). The SAB Handheld Radios (HHR) with SRW capability shall provide a limited number of cleared dismounted leaders the ability to connect to the Secret network. Use of a SAB HHR with SRW will provide improve situational awareness, aid in fratricide prevention, and provide multiple options for communications back to the leaders' unit. The delivered product must support CS 13 fielding beginning in the first quarter of FY13 or as soon as possible thereafter (subject to the availability of funds). The capability requirements for the system are as follows: a. A minimum of one SRW-capable channel shall be in compliance with Department of Defense and HQDA policies for Selective Availability/Anti-Spoofing Module Global Positioning System (SAASM GPS) capability, protecting voice and data transmissions to the Secret level. b. The SRW transceiver shall not exceed the size weight and power of existing Secret level-capable tactical handheld radios. c. Interoperability and networking to provide seamless integration into the existing below-brigade networks; which is necessary to communicate with JTRS SRW, and will be managed by the JTRS SRW Network Management Tools. d. Endorsement by the National Security Agency (NSA) shall be obtained prior to fielding; certifying the system protects user voice and data to the Secret level. e. The delivered product shall retain cryptographic variables and information when primary power is removed. In addition, this SAB Handheld Radios (HHR) with SRW capability must receive a safety release and Army Authority to Operate or Interim Authority to Operate under DIACAP requirements. f. All SAB Handheld Radios with SRW solutions are to comply with the appropriate Common Operating Environment. g. The SRW transceiver may satisfy the SAASM requirements by using embedded SAASM; using a dedicated external SAASM source; or obtaining a SAASM waiver from the DoD Chief Information Officer Additional requirements for fielding the system are as follows: a. A support plan, with all tools and associated items (software, test equipment, spares/replacement parts, etc.) necessary to train and maintain the Handheld Radio. b. A complete list of ancillary items needed to program the SAB Handheld Radios with SRW to operational state, and maintain the SAB Handheld Radios with SRW while in use. c. A training package for operators and maintainers, to be provided when the system is acquired, along with a user training schedule. The training package shall provide all users instructions on DoD policy related to the conduct of GPS-enables critical military operations, risks associated with the use f GPS, how to recognize GPS interference, and mitigating degraded GPS service. d. Available warranty or guarantees for repair or replacement of non-battle-damaged and lost equipment. All interested sources are encouraged to identify if they and any subcontractors being utilized maintain International Organization of Standards (ISO) 9002 certification or equivalent. The Government does not intend to award a contract on the basis of this announcement or otherwise pay for any information provided by respondents to this request.
