Description
This contract action was accomplished using other than competitive procedures because a statute exists that expressly authorizes or requires that the acquisition be made from a specific source or through another agency (FAR 6.302-5); specifically, Sole source awards under the 8(a) Program. Per FAR 6.302-5 a J&A is not required for this award. This project provides for the design and construction of the MHMV 120098 Addition to the Building 27494 (B27494) Training and Communications Room (RTES), at Kirtland Air Force Base (KAFB) in Albuquerque, New Mexico. The addition shall be constructed of concrete masonry units to match the existing building. Designer is responsible for meeting with the User, Kirtland Air Force Base Nuclear Weapons Center, to coordinate and incorporate all necessary communication system, equipment and HVAC requirements. All design and construction shall be in compliance with all applicable laws and regulations, to include the most current Kirtland Architectural Compatibility Plan (ACP). Not all areas of existing building 27494 are secure, the successful Offeror shall ensure compliance with accessibility guidelines to the facility. The addition will provide a one story facility with a simulator training area and a communication room. Utilities, COMM, Intrusion Detection and fire protection are required for these facilities. The addition will provide a two room simulator training and communications facility to accommodate 2-7 people. The Main and only entrance to the addition will be from the existing covered rear entry patio of Bldg. 27494.
