- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (I) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (II) Solicitation W912JB-12-T-4041 is issued as a Request for Quote (RFQ). (III) This solicitation incorporates provisions and clauses for commercial items in effect through Federal Acquisition Circular 2005-60. (IV) This acquisition is reserved for a small business concerns. The associated NAICS code for this acquisition is 335311; Standard Industrial Classification code is 3612; Small Business size standard is 100 employees. (V) SCHEDULE OF SUPPLIES/SERVICES: CLIN 0001- The contractor shall remove existing Automatic Transfer Switch (ATS), generator conduits and parallel feeds. Also remove the electrical conduit and feeder back to service disconnect and parallel load feeders from ATS to Motor Control Center (MCC) unit. The contractor shall remove the pump conduit and wiring attached to the ATS. Install the new ATS and rework all conduits to the new switch. Also install new 350mcm parallel feeders to the generator. The contractor shall reinstall service feeders, pump conduit and feeder. A MCC feeders Field test shall be performed with base personnel. All new ATS parts must be Cummins parts. The brand name justification for Cummins parts is attached with this solicitation. CLIN 0002 - Startup for new ATS CLIN 0003-Isolation Bypass Switch UNFUNDED DISCLOSURE: This request is for a notice of interest and eventually a quote for pricing only. Funds are not presently available for this End of Year Requirement. The Government's obligation under this requirement is contingent upon the availability of appropriated funds from which contract award can be made. Quotes valid through 30 September 2012 are requested. This solicitation is a notice of interest and all parties must respond by 4:00 PM, Monday 10 September 2012. Interested parties should contact Michael Weaver, 127th MSC, 43200 Maple Street Building 105, Selfridge ANG Base, MI 48405. A site visit will be conducted between 9:00 AM and 10:00 AM EST on Wednesday 12 Sept 2012 at Selfridge ANGB, Michigan. Interested Parties should confirm attendance to the site visit no later than 4:00 PM EST, Monday 10 September 2012. (VI) This solicitation is for removal and replacement of an Automatic Transfer Switch and wiring for a generator. (VII) FOB point is Destination to Selfridge Air National Guard Base, MI 48045 with a delivery date of 30 days after receipt of order (ARO). (VIII) The provision FAR 52.212-1, Instructions to Offerors, Commercial in its latest edition applies to this solicitation. (IX) The government intends to award a contract to the lowest priced technically acceptable offeror without discussions with respective offerors. The government, however, reserves the right to conduct discussions if deemed in the best interest of the government. (X) Offerors are to include a completed copy of the provision at 52.212-3 Alt 1, Offeror Representations and Certifications - Commercial Items with their offer.
