Description
The USDA, ARS, WBSC, 1001 Holleman Drive East, College Station, TX intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b)(1) with Illumina, Inc. 5200 Illumina Way, San Diego, CA for a MiSeq sequencing system. This procurement is being conducted under Simplified Acquisition Procedures (SAP) - Only one responsible source and no other supplies or services will satisfy the agency's requirement through a follow-on for the continued development or production of a major system or highly specialized equipment, including major components. Over the last four years, ARS scientists at the U.S. Vegetable Laboratory in Charleston, SC have developed our technical capacities in small RNA library construction for sequencing using services from the University Of Illinois Genomic Center on a high capacity Illumina sequencer "Hi-Seq". These small RNA libraries prepared previously for "Hi-Seq" can be directly applicable to the MiSeq sequencer without any modification allowing ARS Scientist at the U.S. Vegetable Laboratory the capability of perform this type of sequencing in-house. If required to procure another type of sequencer there would be a major duplication in cost. These costs would include the construction of a totally different RNA library, retraining individuals not currently familiar with small RNA library construction for other type of NGS sequencer. Also, ARS has collaborators who would be required to purchase additional software for analysis of these other type of sequence data and learn how to use it. Finally, studies have been published so for consistency of results purchase of the MiSeq sequencer would allow the continuation of current research without interruption. A determination by the Government not to compete this proposed effort on a full and open competition basis has been made and Government intends to acquire this commercial item using FAR Part 12.
