- Draft PWS This is a pre-solicitation notice for commercial services for the Land Mobile Radio (LMR) at Cannon AFB, NM prepared IAW the format in FAR Subpart 5.207, as supplemented with additional information included in this notice. This announcement is merely a notice of an upcoming solicitation currently being drafted and proposals are not being requested at this time. A separate notice will be posted once the solicitation becomes available. The proposed solicitation will be a Request for Proposal (RFP), no. FA4855-13-R-0004 and is expected to be available on or about 15 Nov 12. The draft solicitation document (attached to this notice) and incorporated provisions and clauses therein are those in effect through Federal Acquisition Circular (FAC) 2005-60. This procurement is a total small business set-aside IAW FAR 19.502-2(b). The applicable NAICS code is 811211 Consumer Electronics Repair and Maintenance (Radio repair and maintenance services without retailing new radios), the small business size standard of which is $7.0M in annual receipts. DESCRIPTION: The 27th Special Operations Communications (27 SOCS) requires contract The contractor shall provide management, materials, labor, tools, parts, transportation, and equipment necessary to perform maintenance and repair services for land mobile radio equipment. The contractor shall program and test all equipment undergoing maintenance and repair on the user's network of frequencies, prior to government acceptance. Services shall include recurring and non-recurring maintenance for the equipment listed on the contract price list. Equipment may be located on the base proper and off-base locations, such as Melrose Air Force Range, which is approximately 40, miles from Cannon Air Force Base, New Mexico.. REQUIREMENTS/PRICE SCHEDULE The contractor shall perform all services in accordance with the Federal Communication Commission (FCC) and Original Equipment Manufacturers' (OEM) specifications. Communications Security (COMSEC)-equipped, Advanced Encryption Standard (AES), and Data Encryption Standard (DES) equipment shall be maintained in according with the manufacturer's specifications and the requirements outlined in Section B of AFI 33-106, Managing High Frequency Radios, Personal Wireless Communication Systems, and the Military Affiliate Radio System. Ruggedized AES and DES encoders will be repaired in accordance with manufacturer's specifications to include pressurization and water resistance testing. PERIOD OF PERFORMANCE: Anticipated to be 15 Nov 12 - 30 Sep 13 with four (4) additional one-year option periods. PLACE OF PERFORMANCE: On-base in Cannon AFB located near Clovis, NM. ADDITIONAL NOTES: In order to be awarded a contract by this office an offeror must be registered in the System for Award Management (SAM). Registration is free and can be made online at www.sam.gov. Note that you must have a Data Universal Numbering System (DUNS) Number before you can register. Failure to be SAM registered at time of award may delay the award and depending on the need of the government may be cause to award to the next qualified best value offeror already registered. However, do not delay submitting your proposal pending confirmation of registration. Include your DUNS number and CAGE code along with your proposal as proof of active registration. Ensure your company's Representations and Certifications are current and up to date for this acquisition. CLOSING DATE: The solicitation is anticipated to close Thursday 02 Nov 12 at 1100 hours (11:00 AM) Mountain Standard Time (MST).
