Description
NOTICE OF CONTRACT ACTION (NOCA) 27 September 2012 NOTICE OF INTENT TO AWARD A THIRD YEAR OF ON-ORBIT/ANOMALY SUPPORT THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. This is a notice of intent to award an extension of service/support for the ORS-1 satellite contract (FA8818-09-C-0050). This action is being performed in relation to a unique contract that was executed in response to an urgent and compelling requirement. This specific contract, awarded on 23 October 2008, enabled the Operationally Responsive Space (ORS) office to launch a highly important reconnaissance satellite (ORS-1) into orbit on 29 June 2011 from NASA’s Wallops Island Flight Facility. An existing term/condition of this contract requires up to three years of on-orbit/anomaly support upon ORS-1 successfully entering into orbit. This is not considered a follow-on or bridge effort for this contract or associated mission requirement. This contract action specifically addresses the third and final year of on-orbit support and will impact two contract CLINs: 0005 (FFP) and 0006 (CPFF). As a result of this contract action, the total price/value of CLIN 0006 will be.increased by $4,064,396. The price/value of CLIN 0005 will be increased by $1,552,324, including fee. While this notice of intent is for informational purposes only, and is not a request for competitive proposals, interested parties (to include small and small disadvantaged businesses) may identify their interest and technical capability, and submit information which will be considered by the agency. The applicable NAICS code is 541712 with a corresponding size standard of 1,000 employees. The product classification code is AC21. It has been determined that the incumbent contractor is the only contractor who can provide this specific support (on-orbit/anomaly), given the unique and highly skilled nature of the effort. This determination was made when initial market research and source analysis was conducted for award of the subject urgent and compelling contract. There are no other contractors at this time who are capable of providing these services without an unacceptable delay to mission schedules.
