Warren AFB, WY 82005-2860, UNITED STATES DESCRIPTION This special notice for commercial items is posted as a Request for Quotation (RFQ) in accordance with Federal Acquisition Regulation (FAR) Part 12.203 and FAR Part 13.5 with consideration given to FAR Part 5.202(a)(13), as supplemented with additional information included within to provide: Work Description Request a technical solution, with funding profile, to upgrade the Video Teleconference (VTC) Suite in the Commander's Conference Room in building 65, room 210. The Polycom VS4000 VTC system and associated support equipment in-place is currently two generations old and is no longer supported by their manufacturers. As part of this tech solution, we would also like to re-engineer the existing conference room microphone placement. Current setup allows only a single microphone on the conference table. We need an additional microphone on the table and a third microphone at the briefers podium. This VTC suite is required to support both Unclassified and Secret conferencing capabilities and connect to the DISA Video Services Network. This technical solution needs to include all required equipment such as the CODEC, speakers and microphones. We are looking for Tanberg IP based system. Justification Our cuurent VTC suite is part of DISAa global DISN Video Services Division. The VTC suite is an integral part of the Staff's day-to-day operations. It allows our 20 AF Commander and Staff to conduct Unclassified and Secret VTCs with higher headquarters and suborndinate units. The ability to conduct day-to-day business through the VTC saves substantial travel costs and personnel travel time throughout the organization. The VTC suite is also used for short notice high priority conferences when immediate "face-to-face" discussions are required. The current VTC suite is no longer supported by the manufacturer and replacement parts are almost impossible to procure. Denial of upgrade would severely impact our ability for mission accomplishment of this VTC suite were to break down without any follow-on support. The RFQ incorporates provisions and clauses that are in effect through Federal Acquisition Circulars (FACs) 2005-60. The proposed requirement is 100% Small Business Set Aside and applies to the North American Industrial Classification System Code (NAICS) 238210 a size standard of $14,000,000.00. The Government will make a best value award decision IAW FAR Part 13.106-1(a)(2). Quotes shall include pricing information to include unit price and the extended total. To be eligible for contract award or payment from any DoD activity, offerors must be registered in the DoD Central Contract Registration (CCR) and Wide Area Work Flow Receipt and Acceptance (WAWF-RA) websites. Information on CCR registration and annual confirmation requirements may be obtained by calling 1-888-227-2423, or by registering via the CCR website at http://www.ccr.gov/. Information on WAWF-RA registration may be obtained by calling 1-866-618-5988, or by registering via the WAWF-RA website at https://wawf.eb.mil/. The WAWF-RA Invoicing System is now mandatory for use. There are no charges or fees to use WAWF-RA, and allows monitoring of your payment status online. Contractors must also submit their representations and certifications at the online Representations and Certification Applications (ORCA) website at http://orca.bpn.gov. There will be no paper copies of the RFQ notice available. The Government will not reimburse any interested parties for monies spent to provide a response to the subsequent RFQ notice. Responses to this notice must be submitted in writing within the time allowed. Any questions in regards to this notice must be submitted in writing, via e-mail, or facsimile to the Contracting Officer or Contract Specialist listed under the Point of Contact. QUOTES ARE DUE NOT LATER THAN 28 September2012, 1600 MOUNTAIN TIME. OFFERORS ARE ENCOURAGED TO SUBMIT QUOTES ELECTRONICALLY TO THE POINT OF CONTACT LISTED.
