- This is a combined synopsis/solicitation for fire system preventative maintenance services at the Guam CBOC, VAPIHCS. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. All quotes must be submitted not later than 10/4/12 at 10:00AM HST to Nicole.do@va.gov. Contractors shall submit quotes on the worksheet attached. Contractors must be licensed by the Guam Board of Contractors under C19 or C20. Contractors may submit a copy of this license with their quote or a search will be conducted on the Guam Board of Contractors website to determine if the contractor is licensed. Your quote will not be considered if you are not licensed and listed on the Guam Board of Contractors website. STATEMENT OF WORK PREVENTATIVE MAINTENANCE FIRE ALARM SYSTEM GUAM CBOC 1.0 BACKGROUND: Perform test, inspection, and service of various elements of the fire and smoke detection systems at Guam Community Based Outpatient Clinic: a. GE/ Model EST3 (4 pull stations and 4 strobe lights) 2.0 LOCATION: Guam Community Based Outpatient Clinic 498 Chalan Palayso Agana Heights, Guam 96910 Telephone # (671) 475-5760 3.0 PERIOD OF PERFORMANCE: October 1, 2012 - September 30, 2013 with four one-year option periods. 4.0 SCOPE OF WORK: The contractor shall provide all transportation, travel, shipping, labor, tools, equipment and material to accomplish preventative maintenance of the fire alarm system(s) in accordance with National Fire Protection Association recommendations, manufacturer's specifications, and local codes. Before commencing testing, notify all areas where the alarm sounds and off premises locations that receive alarm and trouble transmissions that testing is in progress. Records of all testing and maintenance shall be turned in to the Project Manager or COR after every visit. 4.1 PREVENTATIVE MAINTENANCE SCHEDULE: Preventive maintenance schedule (as required in the Model EST3 Manual and by NFPA) ComponentTesting IntervalTest Procedure Manual stationsSemi-Annually 1. Activate at least one detector on each IDC. All detectors on each IDC must be tested within five years. Smoke detectors Annually 1. Visual inspection 2. Put zone in test mode 3. Conduct a Functional test to verify proper IDC zone response 4. Check sensitivity 5. Clean as required Sensitivity Testing for Fire Alarm and Detection SystemsAnnuallyIn accordance with NFPA guidelines. Testing must be performed using only UL approved sensitivity testing equipment. Devices performing outside the listed sensitivity range shall be cleaned, tested, and if necessary, noted and recommended for replacement. Waterflow switchesEvery two months1. Put zone in Test mode 2. Activate sprinkler test valve. Refer to Sprinkler system test procedure. All initiating device circuitsAnnually 1. Enter Test mode 2. Activate IDC zone. Appropriate NACs should activate and zone information should be annunciated. 3. Restore device and reset zone 4. Open the IDC field wiring. Trouble should be annunciated. 5. Reset and lock panel at conclusion of all testing Remote annunciators Annually 1. Verify all indicators operating properly. Notification appliances Annually 1. Visual Inspection 2. Put panel in Alarm, Drill, or Test mode. Verify that all indicating appliances are operating properly Panel LEDs and trouble buzzer Annually 1. Illuminate all LEDs by pressing the Panel Silence and Trouble Silence switches at the same time 2. Reset and lock panel at conclusion of all testing Panel primary powerAcceptance and reacceptance tests 1. Remove Primary AC power 2. Verify panel operates from battery 3. Verify panel goes into trouble (6 second delay) 4. Restore AC power at end of test 5. Reset and lock panel at conclusion of all testing Panel secondary power Acceptance and reacceptance tests 1. Remove primary AC power 2. Measure standby and alarm currents, and compare with battery calculations to verify adequate battery capacity. 3. Test under full load for 5 minutes 4. Measure battery voltage under full load (20.4 to 27.3 Vdc) 5. Restore AC power at end of test 6. Reset and lock panel at conclusion of all testing Panel trouble signalsAnnually1. To ensure that the panel can be powered when primary power is lost, the batteries should be periodically inspected, tested, and replacedAs required Familiarize the customer with proper operation of the equipmentAs required 5.0 DELIVERABLES: The contractor shall deliver a written report that describes the test and inspection results and services performed. 5.1 All accessible components and devices shall be logged for: a) Exact location of each device tested, including system address or zone location. b) Test results and applicable voltage readings. c) Any discrepancies found shall be provided to customer's designated personnel and copies shall be archived by the contractor. 6.0 CONTRACTOR QUALIFICATIONS: Only technicians authorized and certified shall perform work on this system. 6.1 The Contractor shall provide a copy of license C19: Fire and Burglar Alarm Contractor and/or C20: Fire Protection Contractor as issued by the Guam Contractors License Board. 7.0 EMERGENCY SERVICE CALLS: The contractor shall be available twenty four hours a day, seven days a week, three hundred sixty five days a year for an on call technician. 8.0 PARTS AND COMPONENT REPLACEMENT: If the fire alarm device is found inoperable during preventative maintenance and there are no signs of vandalism, water damage or corroded by moisture, the fire alarm device shall be replaced. 9.0 WARRANTY: Upon completion and acceptance of all work, the contractor shall provide the manufacturer's standard warranty on all workmanship. 10.0 REFERENCES: including but not limited to: " NFPA 25, Standard for Inspection, Testing, and Maintenance of Water-based Fire Protection Systems "NFPA 72, National Fire Alarm and Signaling Code "NFPA 17A, Standard for Wet Chemical Extinguishing Systems "NFPA 2001, Standard on Clean Agent Fire Extinguishing Systems "NFPA 12, Standard on Carbon Dioxide Extinguishing Systems "NFPA 12A, Standard on Halon 1301 Fire Extinguishing Systems 11.0 SITE VISIT: A site visit is highly recommended to determine the preventative maintenance needs of the Guam CBOC.
