Description
This contract action was accomplished using other than competitive procedures because the procurement is awarded to a sole source under the Test Program for Certain Commercial Items (FAR 13.5). See posted J&A for further information. MEMORANDUM FOR RECORD FOR OTHER THEN FULL AND OPEN COMPETITION 1.Contracting Agency: Great Planes Regional Contracting Office, Brooke Army Medical Center (BAMC), Fort Sam Houston, TX 78234 2.Description of Action: Approval is requested to solicit a sole source acquisition with Innovative Products Passion Automation (IPA), for the service maintenance of linen exchange system. This action will be accomplished through the use of a Firm Fixed Price contract. 3.Description of Products/Services: This requirement is for the service maintenance for existing equipment previously purchased from IPA for $100,000.00. The activity needs to maintain equipment with software upgrade annually. IPA writes the software and maintains service maintenance needed to operate the equipment previously purchased. 4.Authority Cited: The Statutory authority permitting other than full and open competition is FAR 13.501(a). This Acquisition is conducted under Simplified Acquisition Procedures FAR part 13. 5.Reason for Cited Authority: San Antonio Military Medical Center (SAMMC) at Ft Sam Houston, Tx, has requested that we bypass competition and enter into negotiations with the IPA directly. The equipment service maintenance and software upgrades will interface with an existing database. IPA has sole proprietary rights to maintain the software and the system manufacture warranty. Therefore Full and Open Competition need not be provided for. 6.Contracting Officer Certification: I certify this justification is accurate and complete to the best of my knowledge and belief.
