Description
This contract action was accomplished using other than competitive procedures because the procurement is awarded to a sole source under the Test Program for Certain Commercial Items (FAR 13.5). See posted J&A for further information. MEMORANDUM FOR RECORD FOR OTHER THEN FULL AND OPEN COMPETITION UNDER THE SIMPLIFIED ACQUISITION THRESHOLD 1.Contracting Agency: Southern Regional Contracting Office, Brooke Army Medical Center (BAMC), Fort Sam Houston, TX 78234 2.Description of Action: Sole source acquisition with Medical Dynamics, to procure the necessary InSpectra St02 Systems, Model 650 and the Spot Check Model 300 monitors needed for the SAMMC urgent care patients. This action will be accomplished through the use of a Firm Fixed Price Purchase Order. 3.Description of Products/Services: The InSpectra St02 and the Spot check monitors are uniquely designed to help provide noninvasive trauma patient perfusion status. These monitor's will be utilized by the Clinical Investigation/Perfusion Dept. SAMMC and utilizes no other device for cardiothoracic surgery, perfusion, and blood management. 4.Authority Cited: 10 USC 2304(c) as implemented by FAR 13.106-1(b) (1), Soliciting from a single source. For purchases not exceeding the simplified acquisition threshold, contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g. urgency, exclusive licensing agreements, brand name or industrial mobilization). 5.Reason for Cited Authority: San Antonio Military Medical Center has requested that we enter into negotiations with Medical Dynamics directly. Medical Dynamics is the sole source distributor for the manufacturer: Hutchinson Technology. Hutchinson Technology is the manufacturer of this unique monitoring technology, therefore Full and Open Competition need not be provided for. 6.Contracting Officer Certification: I certify this justification is accurate and complete to the best of my knowledge and belief.
