Description
This synopsis provides notice of the Government's intent to solicit a proposal on a sole source basis from the Boeing Company 4615 South Oliver Wichita, Kansas 67210 to provide engineering support services to evaluate and provide recommendations for the corrections of deficiencies in the MODE S/MODE 4 system on the E-6B Take Charge and Move Out (TACAMO) Mercury aircraft. This effort entails the necessary labor, equipment, facilities, and materials for E-6 aircraft analysis of the MODE S/MODE 4 systems. Providing engineering services for investigating, analyzing and recommending solutions to the MODE S/MODE 4 systems faults as defined during certification testing. This includes but not limited to review of the current MODE S/MODE 4 installation, drawing reviews, Multifunction Display System (MDS) integration (including ARINC 429 busing and code operation) and on site visit of the aircraft to annotate the operation of the system. Authority for Other Than Full and Open Competition is FAR 6.302-1, "Only One Responsible Source and No Other Supplies of Services will Satisfy the Agency Requirements." Boeing, as the prime integrator of MODE S/MODE 4 systems has the requisite engineering knowledge of the system to determine the failure modes associated with these systems. Boeing owns the proprietary data rights to the installed software in the Flight Management Computer that delivers the MODE S/MODE 4 data to the Flight Crew. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, interested parties may submit a proposal in which they identify their interest and capability to respond to this requirement. The Government will consider all information received by 2:00PM EST 12 October 2012. A determination by the Government not to compete this procurement based upon responses to this notice is solely within the discretion of the Government. The Government will not pay for any information received.
