- Draft Solicitation N00033-12-R-2007 The Military Sealift Command (MSC) is conducting market research for a requirement to time charter four sister vessels. The market research will support the refinement of MSC's requirements and the development of a source selection strategy to obtain a best-value solution under a competitive procurement. The market research is nonbinding on the parties involved, and the Government will not reimburse companies for any costs associated with participating in market research. MSC's requests are for information purposes only, and responses from companies do not constitute offers. MSC may choose to end market research efforts with a particular company at any time. The attached draft solicitation (identification number N00033-12-R-2007) outlines the scope of work the contractor will be expected to complete, the testing and acceptance requirements prior to beginning performance, and the notional factors to be considered during source selection. MSC requests that interested parties review the attached draft solicitation and respond with the information listed below by Monday October 01, 2012. a) Name of company; b) Point of Contact, Address, Telephone Number, Fax Number, and E-mail Address; c) Brief summary of company's history fulfilling similar requirements; d) Small business size status; and e) Names and flags of vessels considered for use, if already constructed. Based on the responses received, MSC may schedule an in-person, one-on-one meeting with each party at MSC during the week of October 22, 2012. If a meeting is scheduled, MSC will provide more detailed information about the requirement after the meeting is scheduled but no later than October 09, 2012. The additional information will form the basis for in-depth consultation on the performance requirements and evaluation factors included in the solicitation.
