- Sole Source Justification and Approval Document -Laramie County Community College INTENT TO AWARD SOLE SOURCE Contracting Office Address: 7505 Barnes Loop, Building 208, F.E. Warren AFB, WY Description: Maintain F. E. Warren Air Force Base, Wyoming (FEWAFB) Wind Farm at 94% availability. The Contractor shall provide all supervision, personnel, equipment, vehicles, transportation, tools and services necessary to perform work as outlined in this PWS. The objective of this PWS is to maintain in operational status two Vestas V47 660 kilowatt wind turbine generators (WTG's) and one Gamesa G87 2 megawatt WTG at FEWAFB. The contractor must have a minimum of 4 years experience with wind farms and minimum 2 years experience with V47 & G87 turbines. The Vestas V47 turbines are located atop 50 meter (164') high tubular towers the Gamesa G87 is located atop 67 meter (220') high tubular tower. There is currently no Supervisory Control and Data Acquisition (SCADA) system for any of the WTGs. All maintenance shall be IAW industry standards, manufacture guidelines and applicable Occupational Safety and Health Agency (OSHA)/AFOSH safety standards. The contractor shall be able to perform product specific Level II & III maintenance for both Vestas and Gamesa WTGs. Market research was previously conducted and it has been determined this is a sole source requirement IAW FAR 6.302-1. THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. No solicitation is available and telephone request will not be honored. No award will be made on the basis of quotes or offers received in response to this notice. The NAICS code for this requirement is 333611. All interested sources must respond in writing with clear and convincing evidence to support their ability to provide timely and effective services by 0800 on 27 Sept 12. A determination by the Government not to compete this action based on responses received is solely within the discretion of the Government. This intent of notice is for information purposes only. No reimbursement for any costs connected with providing capability information will be provided.
