Description
Performance Work Statement THIS SOLICITATION REPLACES THE INITIAL SOLE SOURCE INTENT TO AWARD SOLICITATION NUMBER FA8601-12-T-0309 This is a combined synopsis/solicitation, 100% small business set-aside, for a commercial service prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation FA8601-12-T-0347 is issued as a Request for Proposals (RFP). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-61, Effective 13 September 2012. The associated standard industrial classification (SIC) code is 7699 and the North American Industry Classification System (NAICS) code is 811310. The small business size standard is $7 Million. Contract financing is NOT provided for this acquisition. The RFP has three (3) line items for non-personal services. LINE ITEM 0001: Provide testing and maintenance for the fire alarm system Digitizer contract. POP is 30 September 2012 to 29 September 2013, in accordance with the attached Performance Work Statement. LINE ITEM 1001: Provide testing and maintenance for the fire alarm system Digitizer contract. POP is 30 September 2013 to 29 September 2014, in accordance with the attached Performance Work Statement. LINE ITEM 2001: Provide testing and maintenance for the fire alarm system Digitizer contract. POP is 30 September 2014 to 29 September 2015, in accordance with the attached Performance Work Statement. The period of performance is to begin 1 October 2012 through 30 September 2015. Department of Labor Wage Determination No. 2005-2419, Revision No. 16, dated 13 June 2012 applies to this acquisition. Proposals shall contain a complete description of how the offeror will provide all of the services required and how the offeror will meet the performance standards specified in Performance Work Statement. A general overview, general comparison, or statement such as "able to provide the requirements" or "meets or exceeds minimum requirements" is unacceptable and will not be evaluated for potential acceptance. Proposals shall also include the requirements found in the Instructions to Offerors including the name, address and telephone number of the offeror's firm; point of contact's name, phone, and email address; how long the proposal is valid (minimum 60 days) etc. Payment terms shall be Net 30; however, proposals may offer discount terms for earlier payment. The following FAR Provisions and Clauses apply to this acquisition. The government will award a contract resulting from this solicitation to the responsible offeror whose proposal conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The factors that shall be used to evaluate proposals are Technical, and Price, as expounded below. The Technical factor will be rated on an "acceptable" or "unacceptable" basis using the rating and descriptions in the table below: Rating Description Acceptable Proposal clearly meets the minimum requirements of the solicitation. Unacceptable Proposal does not clearly meet the minimum requirement of the solicitation. a. FACTOR 1 - Technical 1. Subfactor 1 - Experience a. Vendors must have at least two years of hands-on experience maintaining the Digitize System 3505. Vendors are required to submit the names of sites they've worked on, and the name of the Digitize equipment that was installed and maintained. b. Vendors must list all Digitize System 3505 training and/or seminars completed with Digitize, Inc. within the last four years. Vendors are required to submit proof of completion of this training. c. Vendors are required to have at least two years of experience working with and maintaining fire alarm panels. They must also have experience with three different types of panels d. Vendors are required to have at least two years of experience working with and maintaining fire alarm monitoring systems. 2. Subfactor 2 - Response Time a. Vendors are required to have a response time and be onsite at Wright-Patterson Air Force Base within two hours of receiving a call. b. FACTOR 2 - Price 1. The Government intends to award one firm fixed price (FFP) contract resulting from this solicitation to the small business responsible offeror with the lowest evaluated price, which is deemed responsible in accordance with the Federal Acquisition Regulation and whose proposal conforms to the solicitation requirements. The Government intends to award without discussions and the Government reserves the right not to make an award at all. Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. Evaluation of options shall not obligate the Government to exercise the option(s). The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. For the purpose of exercising the Option to Extend Services, prices will be considered to have been evaluated based on the prices submitted in the offer that resulted in award of the contract or based on prices in the contract subsequent to a bilateral modification after award. The Government may exercise the Option to Extend Services in accordance with the clause at FAR 52.217-8 at anytime during the life of the contract.
