Description
The US Naval Research Laboratory (NRL) intends to issue a firm-fixed-price contract to a single source under the authority of FAR 6.302-1(a)(2), Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements, on or about 31 October 2012 to Nurad Technologies, Inc., doing business Cobham. The delivery period is twenty (20) weeks after receipt of order. The estimated cost is $263,664.00. The prospective contractor shall provide 72 of the Luneberg lens feed elements. Nurad Technologies Inc. is the sole developer of the Luneberg Lens Feedhorn Antenna developed in association with the Center for Naval Analyses for use in a Luneberg lens antenna array designed to support USN ship defense applications. The specific Cobham part number is 948-00804-01. NRL intends to award this requirement as a sole source to Cobham because it is the sole developer and producer of the lens feed element used in the Lunberg lens antenna array. The specifications referenced herein are export controlled. As such, in order to receive the referenced specifications, potential customers must complete a certification with proof of eligibility (as defined in 22 C.F.R. Part 120.15). Please contact Patricia Woodhouse at patricia.woodhouse@nrl.navy.mil. Upon confirmation of eligibility, potential offerors will be sent draft copies of the specifications. The specifications must be safeguarded and protected from unauthorized disclosure in accordance with applicable U.S. export control laws and regulations. The North American Industry Classification System (NAICS) code for this requirement is 334511 with the size standard of 750 employees. The government does not intend to use Part 12 for the acquisition. This notice of intent is not a request for proposals or quotes; however, all responsible sources may submit a quotation and technical capabilities, which, if received within fifteen calendar days of publication of this notice, shall be considered by NRL. All responses must be submitted to the government point of contact at the e-mail address shown below. A determination by the government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the government.
