- RECOVERY - American Recovery and Reinvestment Act Oversight Assistance: U.S. Environmental Protection Agency, Office of the Inspector General (EPA OIG) THIS NOTICE IS PROVIDED FOR INFORMATIONAL PURPOSES ONLY. THIS OPPORTUNITY WAS MADE AVAILABLE ONLY TO CONTRACTORS UNDER GENERAL SERVICES ADMINISTRATION SCHEDULE FINANCIAL AND BUSINESS SOLUTIONS SCHEDULE 520. CONTRACTORS SOLICITED INCLUDE (LISTED ALPHABETICALLY): ASK INTERNATIONAL, INC.; AVIVA SPECTRUM; FOXX & COMPANY; HARVEY, COVINGTON AND THOMAS OF CENTRAL FLORIDA, LLC; JONES & COMPANY PROFESSIONAL CORPORATION; KEY AND ASSOCIATES, P.C.; OLLIE GREEN; AND WINGATE, CARPENTER & ASSOCIATES, INC. SUMMARY OF ACTION: PURPOSE: The purpose of this contract is to assist the United States Environmental Protection Agency (EPA) Office of Inspector General (OIG) in its American Recovery and Reinvestment Act (ARRA) oversight responsibilities. The contract will involve Cooperative Agreement (CA) number (No.) 2A-00E85701 awarded to the Greater Lansing Area Clean Cities (GLACC) in Grand Ledge, Michigan. This contract will determine whether: 1.) GLACC?s procedures under the CA were conducted in accordance wit hthe Title 40 Coee of Federal Regulation (CFR) Part 30; 2.) The costs incurred under the CA were allowable under 40 CFR Part 30; 3.) The objectives of the CA were met; and 4.) GLACC complied with the following ARRA requirements: Section 1605 (Buy American), Section 1606 (Wage Rate Requirements/Davis Bacon Act) and Section 1512 (Reporting). This contract will also quantify findings to identify the amount of funds to be returned to the EPA. BACKGROUND: GLACC is a nonprofit organization consisting of various stakeholders, including fleets, corporations, nonprofit organizations, utilities, local governments, and individuals, working to achieve cleaner air and energy security in mid-Michigan through alternative fuel and vehicle usage, and fuel economy practices. The EPA awarded CA No. 2A-00E85701 to GLACC on 21 July 2009. The purpose of the CA was to provide federal assistance in the amount of $1,073,528 to retrofit and replace public school buses with emission reducing equipment. EPA?s contribution to the project was 64 percent of approved costs not to exceed $1,073,528. The Greater Lansing Area Clean Cities was responsible for matching, at a minimum, 36 percent of eligible project costs. The federal assistance project?s period of performance is from June 29, 2009 to March 31, 2011. The President signed the ARRA on February 17, 2009. The purpose of the ARRA is to preserve and create jobs, promote economic recovery, and invest in environmental protection and other infrastructure that will provide long-term economic benefits. The ARRA provided the EPA with $7.2 billion for the following six (6) existing EPA programs: ?$4 billion in Clean Water State Revolving Fund (CWSRF) to help communities with water quality and wastewater infrastructure needs; ?$2 billion in Drinking Water State Revolving Fund (DWSRF) for drinking water infrastructure needs; ?$600 million in Hazardous Substance Superfund for hazardous site cleanup; ?$300 million for the Diesel Emissions Reduction Act Program (DERA) to fund projects that reduce diesel emissions; ?$200 million to the Leaking Underground Storage Tank Trust Fund Program (LUST) for cleanup activities of underground storage tank petroleum leaks; and ?$100 million to the Brownfields Program for grants to carry out revitalization projects. CA No. 2A-00E85701 was funded as part of the $300 million Diesel Emissions Reduction Act Program ARRA funding noted above. SCOPE: The work under the contract is for a project funded partly by ARRA funds awarded to GLACC in Grand Ledge, Michigan. The audit shall be conducted in accordance with the 2011 Revised Government Auditing Standards (GAS) issued by the U.S. Government Accountability Office (GAO) for performance audits, including the General Standards under Chapter 3. The Contractor and all personnel assigned to the contract must certify that no conflicts of interest exist. END OF SUMMARY OF ACTION. Award was made to OLLIE GREEN on a best value basis for the lowest-priced, technically acceptable offer in the amount of $48,556.00.
