- The U.S. Environmental Protection Agency (EPA) Office of Enforcement and Compliance Assurance (OECA), under the authority of the Federal Acquisition Rules (FAR) Part 13, Simplified Acquisition Procedures, intends to issue a sole source purchase order to OhioLumex Co, Inc., for purchase of a Appendix-K/Method 30B Sorbent Trap Mercury Analysis System, training and accessories. Scope and Capabilities: The NEIC field branch needs the ability to identify the presence of mercury during certain environmental investigations. Mercury is toxic and an instrument capable of detecting and recording mercury measurements for regulatory purposes in the field is required. This capability greatly extends the NEIC field branch ability to identify substances and materials subject to regulation under the Resource Conservation and Recovery Act (RCRA) as well as other environmental statutes. NO SOLICITATION OR REQUEST FOR QUOTE IS AVAILABLE. The RA915 is the only mercury analyzer on the market that does not have any interferences and no risk of producing false negatives or positives. This is accomplished through the use of Zeeman Correction. All other mercury analyzers on the market will report false positives and/or negatives. The use of Zeeman Correction allows for skipping the ?gold amalgam? stage which most other competitors use. The use of this gold amalgam stage requires a catalyst as well. This catalyst and gold amalgam need to be replaced every couple hundred sample runs, and there is no way to verify when this catalyst and gold amalgam has gone bad. That means that all other analyzers require the purchase of many consumables throughout the year. Additionally, this analyzers also allows for the largest sample size to be analyzed at one time. The sample boats used with the M324 attachment are 5-10 times the size of any other instrument on the market, all owing for much larger samples to be analyzed. Lastly, the RA915 with M324 attachment also has the lowest reportable MDL on the market allowing it to read much smaller quantities of mercury than the other analyzers. This is consistent with the regulated emission levels for coal fire power plants ? 1.2 micrograms/cubic meter, which with the proper flow rate, the instrument can detect. The instrument can detect down to approximately 10 nanograms. Notwithstanding, any firm who believes it is capable of meeting EPA's requirement as stated herein may submit a response, which if received within 4 calendar days of the date of this announcement, will be considered. Responses to this posting must be in writing. A determination not to compete the proposed Purchase Order based upon the responses is solely within the discretion of the Government.
