- This contract action was accomplished using other than competitive procedures because there is only one responsible source due to a unique capability provided, and no other supplies or services will satisfy agency requirements (FAR 6.302-1). See posted J&A for further information. Services to provide a protocol for prioritizing sites in the St. Louis, MN Area of Concern for Beneficial Use Impairment (BUI) removal and restoration based on site specific bioavailability considerations for geochemical complexities in the harbor. Despit large data collection efforts focused on sediment chemistry, the extent to which sediment with moderate levels of contamination is available for uptake into biota therefore contributing BUIs is still largely unknown.
