This attachment is the Draft Performance Work Statement Summary, subject to change. This document is a 'Draft' document and is a summary only. No copies of this document will be provided to participants during Industry Day. Industry Day participants are encouraged to download, print, and review the document prior to Industry Day. ********************************************************************************************* VANGUARD 2.3 ACQUISITION STRATEGY The Department of State (DOS) Bureau of Information Resource Management (IRM) Vanguard 2 program implements the Department's IT consolidation strategy. Phase 2.3 of IRM's Vanguard 2 program covers IRM's software application development, maintenance and operations and related services. Specifically, Vanguard 2.3 will cover State Messaging Archive and Retrieval Tool (SMART), Legacy Messaging, Enterprise SharePoint, Remedy, and enterprise applications such as; Post Administrative Software Suite (PASS), eCountry Clearance (eCC), Enterprise Data Warehouse (EDW), and Enterprise Service Bus (ESB), as well as eDiplomacy and knowledge management tools (Diplopedia, Corridors, Communities @State, and Enterprise Search). In addition, Vanguard 2.3 includes the Enterprise Server Operations Center (ESOC) operations and maintenance. The Department of State will compete its Vanguard 2.3 requirement for services as four separate acquisitions, each resulting in its own single-award task order, as follows: --Vanguard 2.3.1 - IRM Applications Development, Operations and Maintenance. --Vanguard 2.3.2 - State Messaging and Collaboration. --Vanguard 2.3.3 - Enterprise Server Operations Center (ESOC). --Vanguard 2.3.4 - IT Service Management Software Solutions. The applicable NAICS Code for each of the Vanguard 2.3.1, 2.3.2, and 2.3.4 acquisitions is 541511 Custom Computer Programming Services. Vanguard 2.3.1, 2.3.2, and 2.3.4 will each be competed separately under the General Services Administration's Streamlined Technology Acquisition Resources for Services II (GSA 8(a) STARS II) Governmentwide Acquisition Contract (GWAC), Constellation II, Functional Area 1 Custom Computer Programming Services (CIIFA1), pursuant to Federal Acquisition Regulation (FAR) Subpart 16.505 and applicable Fair Opportunity procedures. The applicable NAICS Code for the Vanguard 2.3.3 acquisition is 541513 - Computer Facilities Management Services. Vanguard 2.3.3 will be competed as a total (100%) small-business set-aside under GSA Federal Supply Schedule 70, Information Technology (IT) Solutions and Electronics, Special Item Number (SIN) 132-51 IT Professional Services, SubSIN Category IT Facility Operation and Maintenance (FSC/PSC D301), pursuant to FAR Subpart 8.4. INDUSTRY DAY ANNOUNCEMENT The Department of State Bureau of Information Resource Management will be holding an Industry Day from 1:30 p.m. to 3:30 p.m. on Tuesday, October 9, 2012 in the George C. Marshall Conference Center East Auditorium at the Harry S Truman building ("Main State") (2201 C Street NW Washington DC, 20520), for 8(a) STARS II and FSS IT 70 vendors who responded to the Sources Sought, other interested companies with the appropriate 8(a) STARS II and FSS IT 70 contracts, and potential subcontractors that may be interested in Vanguard 2.3. The purpose of Industry Day is to exchange preliminary information with industry and to answer questions posed by industry. A summary of the scope for each Vanguard 2.3 task order is attached to this notice, to enhance industry's understanding of the requirement and to allow interested vendors to email questions to the Government in advance of Industry Day. Questions will be addressed during Industry Day, however, the Government may not respond to all specific questions or comments submitted in response to this announcement or information provided as a result of this announcement. The deadline for emailed questions is October 4, 2012 at 11:00 a.m. EDT. Send all questions via email to hainessg@state.gov. The Government anticipates entertaining additional questions during Industry Day that were not submitted in advance, if time permits. However, questions submitted in advance will afford the Government time to research answers as necessary. Accordingly, questions submitted in advance will be given priority during the Question and Answer period at Industry Day. The Government may not respond to all specific questions or comments submitted during the Industry Day Question and Answer period. Industry Day attendance is limited to no more than two individuals per organization (space is limited) and priority will be given to 8(a) STARS II and FSS IT 70 contract holders. Participants interested in attending Industry Day must email the following information for each attendee to hainessg@state.gov by the registration closing date of October 4, 2012 at 11:00 a.m. EDT : Company name Individual's name Individual's telephone number Individual's e-mail address Individual Department of State badge number, if applicable Individual's driver license number (not required for individuals with DOS badges) Individual's date of birth (not required for individuals with DOS badges) Please be advised that, for security reasons, attendees who have not pre-registered by the October 4, 2012 11:00 a.m. deadline will not be admitted to Industry Day, and no changes to the list of attendees will be made after that deadline. Attendees without Department of State badges should arrive early to Industry Day and expect above normal delays with visitor processing and security. All participants will be required to sign an attendance log, which will be distributed to the attendees at the completion of Industry Day.
