- Request for Information (RFI) 24/7 Fitness Center Operations 1. The Air Force Personnel Center, Services Directorate (AFPC/SV) is seeking a Commercial-off-the Shelf (COTS) and/or Government-Off-the Shelf (GOTS) information technology (IT) stand-alone system, to implement secure access to Air Force fitness centers 24 hours a day, 7 days a week. The solution shall be on the current AF approved products list and have a current Air Force accreditation to operate. Ideally, the solution should be able to scan the bar code on the back side of the Common Access Card (CAC) and/or DoD ID Bar Code for user registration, to include military, DoD civilians, retirees and dependents. The bar code will be used to associate authorized users registered and trigger the mechanism that unlocks the door. If the system is unable to utilize the bar codes, provide what mechanism would be used to associate an authorized user and trigger the door locking mechanism. 2. AFPC/SV is also seeking Tamper Resistant high resolution commercial grade indoor cameras monitoring system for night and day monitoring of all accessible common areas, main access door, and exits. The camera lenses should have focal lengths and field of views appropriate to the area served. The system should include a Digital Video Recorder (DVR) w/LCD monitor, with real-time recording, viewing/monitoring and play back in color, to include a hard drive that stores video data/surveillance up to but not less than 1 week. The solution would include all wiring and component pieces and the installation, to include, mounting brackets, power supply, Siamese coaxial cables, all interconnections and cabling required for all facilities. 3. The overall objective of the 24/7 Fitness Center Operations requirement is to provide unmanned secure access for all authorized military patrons, to include DoD civilians, retirees and dependents. We are looking for a turn-key solution to provide the necessary hardware and software, to include all equipment and installation at six designated Fitness Centers. The successful Contractor shall posses a Building Industry Consulting Service International (BICSI) or equivalent and provide all necessary supervision, labor, travel, materials, tools, equipment, accessories and other items necessary to safely complete the installation of all components. The Contractor personnel or company shall be licensed in the state he/she is performing the installation. Installation will be to Department of Defense, Air Force and Industry standards to include, those set forth in: TIA/EIA-570, Residential Telecommunications Cabling Standards, TIA/EIA-607, Commercial Building Grounding and bonding Requirements for Telecommunications, NFPA 70 National Electric Code (NEC), NFPA 101, Life Safety Code, and NFPA 780, Standard for the installation of Lightning Protection Systems. 4. The 24/7 Fitness Center Operations is a fitness test initiative to be conducted at the following six installations: Joint Base Andrews, Prince George's County MD F.E. Warren Air Force Base, Cheyenne WY Tinker Air Force Base, Midwest City OK Fairchild Air Force Base, Spokane WA Little Rock Air Force Base, Jacksonville AR Scott Air Force Base, St. Clair County IL Request sources contact Contracting Officer by 28 September 2012, 4:30 CST.
