This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. These programs require the analysis of the turbine environment through the utilization of high speed camera system. This camera system must meet the specifications listed below: Specifications 1.The camera system requires detailed specifications in order to be useable for the Ice Harbor and McNary runner replacement studies at ERDC, CHL. The high speed camera system must incorporate a CMOS image sensor capable of capturing high resolution, high speed images at rates up to 500 frames per second (fps) at full sensor resolution. The cameras must provide a minimum of 1280 x 512 resolution at 1000 fps with a user selectable dynamic range from 5 to 10 bits. The camera shall incorporate user defined regions of interest of capability, programmable in both the X and Y axis. The cameras must also be portable, compact (3" x 3" x 5" or less), lightweight (preferably 2 pounds or less), PC computer controlled via Gigabit Ethernet Port, and shall incorporate a built in rechargeable battery capable of sustaining full un-tethered operation of the camera for at least 30 minutes, or memory retention for up to 24 hours. The cameras shall utilize C mount lenses so that they are compatible and interchangeable with existing camera system lens. The camera system must also utilize a pixel size of 14 microns. 2.The cameras shall incorporate a minimum of 5.2GB on board memory, upgradable to 10.4 GB with a 16 second record time. The captured images shall download to the computer via Gigabit Ethernet in industry standard formats, including AVI, BMP, JPG, and TIF. The system must also be capable of synchronized multi-camera operation. The videos must be compatible with the users existing high speed video playback and analysis software (Photron Motions Tools or FastCam viewer). The camera shall be capable of sustained operation in environments form minus 40 degrees up to 50 degrees C and humidity in excess of 80% non-condensing for up to eight hours. 3.The camera system must also include additional accessory items such as lighting, tripods, lens. All accessories must be compatible with all existing camera system components and accessories. The required lighting system is Lowell Pro-Light kit (250W) with expandable stand and bulb. The tripod design required is Bogen tripod capable of supporting 11 pounds with grip action ball head (horizontal and vertical mounts). The lens required are C mount 12.5mm f/1.4, 25mm f/1.4, 17mm f/0.95, and 25mm f/0.95. 4.The camera system must meet all specifications above and the attached performance characteristics. 5.The items shall be delivered (4 weeks from date of award) to the address below: Engineering Research and Development Center 3909 Hall Ferry Road Vicksburg, MS 39180 ATTN: CEERD-HN-NF FAR Provision 52.212-1, Instructions to Offerors - Commercial Items, applies to this acquisition. Award shall be made to the responsible offeror whose proposal is determined to be Lowest Price Technically Acceptable in accordance with Clause 52.212-2 Evaluation -Commercial Items. Technical data is required to verify technically acceptable.
