- JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION I. Contracting Activity Department of the Air Force, 1st Special Operations Contracting Squadron350 Tully Street, Hurlburt Field, FL, 32544, PR# F2FT032188A002 II. Nature and/or Description of Action Being Processed This action will be awarded as a sole source, firm- fixed- price purchase order. The sole source requirement will be posted to Federal Business Opportunities (FBO) in accordance with Federal Acquisition Regulation part 5.201. A purchase order will be executed between the winning Offeror and the United States Government. III. Description of Supplies/Services Required to Meet the Agencies Needs The contractor will supply technical software, maintenance, and technical services that will result in deliverables of upgraded capabilities for Northern Video Graphic DSIG ingest program and Megaview display/analysis software programs, GEO Aim software, and AUTOFTP file transfer program, and technical support. 1.) Contractor: Northern Video Graphics (NVG) 1745 Wellesley Ave. St. Paul, MN 55105 Phone/ Fax: (651) 698-2187 Email: nvg@nvgweather.com POC: Russ Green 2.) Estimated Value: $98,800 3.) The type of Appropriation use is 0100. IV. Statutory Authority Permitting Other Than Full and Open Competition Authority for this sole source requirement is conducted through 10 U.S.C. 2304(c)(1) as implemneted by FAR 6.302-1(a). V. Demonstration That the Contractor's Unique Qualifications or Nature of the Acquisition Requires the use of the Authority Cited Geostationary Orbiting Environmental Satellite (GOES) direct readout software upgrade, maintenance, and technical support services necessary to upgrade same company/proprietary NVG user software. NVG proprietary software is currently operating on the AFSOC MODIII system. VI. Description of Efforts Made to Ensure That Offers are Solicited from as Many Potential Sources as Deemed Practicable This sole source requirement was be posted to the electronic Government Point of Entry for public notification; Federal Business Opportunities (www.fbo.gov). Any challenges to this sole source requirement will be brought to the attention of the Competition Advocate prior to contract award. VII. Determination by the Contracting Officer That the Anticipated Cost to the Government will be Fair and Reasonable The contracting officer will utilize techniques recommended in FAR 13.106-3(a)(2) to determine the price is fair and reasonable. Comparison of past Government acquisitions for the same items will also be used for determining the price is fair and reasonable. VIII. Description of the Market Research Conducted and the Results or a Statement of the Reasons Market Research was not Conducted Market Research included surveying the market, research on GSA Advantage, research using Federal Procurement Data System EZ-Search, to see if there were any small businesses that could provide the items, and a search on FEDLOG. A3W regularly attends meteorological equipment tradeshows, receives meteorological periodical and technical publications showcasing current equipment and trends, maintains contact with industry manufacturers, and conducted an extensive internet search for potential vendors offering product(s) that potentially could meet AFSOC MODIII upgrade requirements. No vendors were identified that offered MODIII upgrade capability. IX. Any Other Facts Supporting the use of Other Than Full and Open Competition None X. List of Sources, if any, That Expressed Interest in the Acquisition None XI. Statement of the Actions, if any, the Agency may Take to Remove or Overcome any Barriers to Competition Before Making Subsequent Acquisitions for the Supplies/Services Required AFSOC A3W will continue to monitor market information and technical publications to determine if other source can meet the MODIII upgrade requirement. XII. Contracting Officer's Certification The contracting officer's signature on the Coordination and Approval Document evidences that he/she has determined this document to be both accurate and complete to the best of his/her knowledge and belief. XIII. TECHNICAL/REQUIREMENTS PERSONNEL'S CERTIFICATION As evidenced by their signatures on the Coordination and Approval Document, the technical and/or requirements personnel have certified that any supporting data contained herein, which is their responsibility, is both accurate and complete.
