Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the Streamlined format in Subpart 12.3, as supplemented with additional information in FAR Parts 13.3 also included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular. Applicable FAR and USDA clauses are incorporated by reference and may be viewed on the following website (s) https://www.acquisition.gov/far/index.html http://www.dm.usda.gov/procurement/policy/agar_x/agarbase/index.html The associated North American Industrial Classification System (NAICS) code for this procurement is 333999 All Other Miscellaneous General Purpose Machinery Manufacturing, for a 100% small business set-aside. The Small Business size standard for this NAICS code is 500 Employees Evaluation 13.106-2 (b)(4)(i) Evaluation of quotations or offers. (b) Evaluation procedures. (4) For acquisitions conducted using a method that permits electronic response to the solicitation, the contracting officer may- (i) After preliminary consideration of all quotations or offers, identify from all quotations or offers received one that is suitable to the user, such as the lowest priced brand name product, and quickly screen all lower priced quotations or offers based on readily discernible value indicators, such as past performance, warranty conditions, and maintenance availability. Item Description: 1ea Conveyerized Tunnel Washer, for 600 Units per hour- To accomodate a 30"L x 30"W x 1"H aluminum frame tray with a screen bottom. Other deliverables to the included with the equipment are: complete set of Manufacturers electrical schematics and equipment design drawing, Manufacturer's instructions for all manufactured components; Operation and maintenance manuals; Manufacturer's warranty and with forms filled out in owner's name and registered with manufacturer. **All pricing to include any and all costs but not limited to: overhead, general and administrative costs, profit, and transportation** REQUIREMENTS AND QUANTITIES: The contractor shall furnish all labor materials and equipment necessary to deliver the tray washer to the rearing facility ofr the USDA, APHIS, MFFRF. OBJECTIVE: This requirement is for the United States Department of Agriculture (USDA) Animal Plant Health Inspection Service (APHIS), Plant Protection and Quarantine (PPQ), Mexican Fruit Fly Rearing Facility (MFFRF) which is responsible for the rearing and production of the Mexican Fruit Flies. The Hatch Tray Washer described will be used by the USDA, APHIS, PPQ Mexican Fruit Fly Rearing Facility to replace our existing tray washer. The system will be expected to wash, rinse and dry our emergence trays. These trays are used in the mass rearing of the Mexican Fruit Fly. The primary target is cleaning the trays by removing the of spent ager, and spent pupae casings of adult sterile flies from the trays. This new tray washer will be installed in our Emergence Released Facility (ERF) in Edinburg, Texas. REQUIREMENTS AND QUANTITIES: The contractor shall furnish all labor materials and equipment necessary to deliver the tray washer to the rearing facility ofr the USDA, APHIS, MFFRF. This requirement consists of two line items: one (1) Delivery of tray washer and blower. Shipping costs to the FOB Destination. DELIVERABLES: Other deliverables to the included with the equipment are: complete set of Manufacturers electrical schematics and equipment design drawing; Manufacturer's instructions for all manufactured components; Operation and maintenance manuals; Manufacturer's warranty and with forms filled out in owner's name and registered with manufacturer. TECHNICAL SPECIFICATIONS: Due to the specialized usage of this machine for our process, the tray washer must meet the following technical specifications in order to be technically acceptable. Screen Washer for 600 Units per hour for APHIS program. All stainless steel welded construction, Stainless steel channel guide with UHMW insert, Stainless lower through guide, Stainless manifolds and nozzles, Dual S.S. two piece filters, 25 Hp high pressure pre wash recycled, 25 HP High Volume Wash recycled, Infeed and Outfeed ramps, ABS nema rated control panel, Electric variable speed conveyor, Pre-wired mounted control panel plus pre-plumbed (Allow for faster site assembly, makes life a lot easier for utility contractors) they will only have to bring power to the machine and one water supply. Air knife assembly, blower and electrical control structure comprising. (1) 10 HP blower unit with floor mount frame (1) Diverter assembly 1 in 4 out (3) 30" Air Knifes (2) Pair 6" knifes (wrap around) Mounting hardware Contactor, thermal protect and switchgear installed to cabinet. DIMENSIONS: Approximately 18' long (includes ramps), 5' wide, and 6' tall. Electrical Service: Supply required 160 amps 3 phase 208V + ground to the supplied Control Panel. Water Requirements: Total fill water requirement. - 500 U.S. Gallons - Fill- Via 11/4" male fitting ADDITIONAL INFO: • Orientation preferences regarding feeds, drains and control panel locations Feed on right side control panel on left side of machine • Will provide the vendor have access constraints, dock height information, and a room layout where the unit will be installed. INSPECTION AND ACCEPTANCE: A complete set of design drawings and electric schematics will need to be reviewed and approved prior to the start of modifying the equipment for the USDA requirement. If the equipment does not meet the technical specifications and is not a functional system to meet the needs of the USDA as described in this solicitation the unit will not be considered acceptable to the USDA. WARRANTIES: Implied Warranty - The Government's post award rights contained in 52.212-4 are the implied warranty of merchantability, the implied warranty of fitness for particular purpose and the remedies contained in the acceptance paragraph. Site visits are at the discretion of the facility. In no event shall failure to inspect the site constitute grounds for a claim after contract award. Amendment 002 to Solicitation This Solicitation is cancelled. The USDA/APHIS/PPQ MRF Facility in Edinburg, TX plans to negotiate a sole source purchase for this requirement with Warrior Systems, Inc. for the M2 Model Conveyorized Tray Washer. The rationale for this purchase is in accordance with FAR 6.302-1 Only one responsible source and no other supplies or services will satisfy agency requirements. This type and model of tray washer has proven to provide the required performance specifications for the USDA's continuous production needs and is the exact model that is currently and successfully being used in all other USDA production facilities (i.e. Edinburg, Texas, Harlingen Texas and Reynosa, Mexico, Pacora, Panama) Therefore Any pursuit of comparable products at this time would result in substantial duplication of cost to the Government due to non compatibility of components and methods currently in use.
