AMENDMENT NOTICE:This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice.The solicitation number is NRC-HQ-12-R-29-0191 and is issued as an invitation for bids (IFB), unless otherwise indicated herein.The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-60. The associated North American Industrial Classification System (NAICS) code for this procurement is 511210 with a small business size standard of $25.00M.This requirement is unrestricted and only qualified offerors may submit bids.The solicitation pricing on www.FedBid.com will start on the date this solicitation is posted and will end on 2012-09-26 12:30:00.0 Eastern Time or as otherwise displayed at www.FedBid.com.FOB Destination shall be ATLANTA, GA 30303 The Nuclear Regulatory Commission requires the following items, Exact Match Only, to the following: LI 001, VS5-ESP-EPL-AK-UG-F U.S. Federal Upgrade: VMware vSphere 5 Essentials Plus to vSphere 5 Enterprise Plus Accelleration Kit for 6 Processors, 1, EA; LI 002, VS5-EPL-AK-3P-SSS-F U.S. Federal Production Support/Subscription VMware vSphere 5 Enterprise Plus Acceleration Kit for 6 processors for 3 years, 1, EA; Solicitation and Buy Attachments ***Question Submission: Interested offerors must submit any questions concerning the solicitation at the earliest time possible to enable the Buyer to respond. Questions must be submitted by using the 'Submit a Question' feature at www.fedbid.com. Questions not received within a reasonable time prior to close of the solicitation may not be considered.*** For this solicitation, Nuclear Regulatory Commission intends to conduct an online competitive reverse auction to be facilitated by the third-party reverse auction provider, FedBid, Inc. FedBid has developed an online, anonymous, browser based application to conduct the reverse auction. An Offeror may submit a series of pricing bids, which descend in price during the specified period of time for the aforementioned reverse auction. Nuclear Regulatory Commission is taking this action in an effort to improve both vendor access and awareness of requests and the agency's ability to gather multiple, competed, real-time bids.All responsible Offerors that respond to this solicitation MUST submit the pricing portion of their bid using the online exchange located at www.FedBid.com. There is no cost to register, review procurement data or make a bid on www.FedBid.com.Offerors that are not currently registered to use www.FedBid.com should proceed to www.FedBid.com to complete their free registration. Offerors may not artificially manipulate the price of a transaction on www.FedBid.com by any means. The Government will only consider quotations from VMware and its authorized resellers/business partners. The Offeror should include evidence with its quotation that it is a VMware reseller/business partner and is authorized by VMware to sell the required solicitation items. The Government reserves the right to verify authorized reseller status of the Offeror to determine eligibility for award. New Equipment ONLY; NO remanufactured or "gray market" items. All items must be covered by the manufacturer's warranty. Quotation MUST be good for 30 calendar days after close of Buy. Shipping must be free on board (FOB) destination CONUS (Continental U.S.), which means that the seller must deliver the goods on its conveyance at the destination specified by the buyer, and the seller is responsible for the cost of shipping and risk of loss prior to actual delivery at the specified destination. The following FAR provisions and clauses apply to this solicitation: 52.217-6, 52.212-1, 52.212-3, 52.212-4, and 52.212-5, including the following fill-ins: 52.204-10, 52.209-6, 52.209-10, 52.219-28, 52.222-3, 52.222-19, 52.222-21, 52.222-26, 52.222-36, 52.225-13, and 52.232-33 The folowing clauses apply to the resultant purchase order: 52.217-6, 52.212-4, and 52.212-5, including the following fill-ins: 52.204-10, 52.209-6, 52.209-10, 52.219-28, 52.222-3, 52.222-19, 52.222-21, 52.222-26, 52.222-36, 52.225-13, 52.232-33 and any applicable software license addendum. The full text of the referenced FAR provisions and clauses may be accessed electronically at https://www.acquisition.gov/far/. The Offeror shall include a copy of any applicable software license agreement(s) for Item Numbers 001 and 002 in this solicitation with its quotation. The following Section 508 standards apply to the VMware software required by this acquisition: 1194.21, 1194.41. These standards will not be evaluation factors for award, though, because NRC requires the exact brand name products identified in this solicitation. The NRC Region 2 office in Atlanta, GA currently has an established installation of VMware vSphere 5 Eseential Plus within its information technology infrastructure. NRC requires the items listed in this solicitation to upgrade that existing VMware software so that NRC can continue to support cloud/virtualization infrastructure components that are listed in NRC's FY2012 information technology/information management roadmap. The installation and introduction of a different product of hypervisor into NRC Region 2's environment would require significant planning and preparations, including testing and migration or complete rebuilds of curent NRC Region 2 virtual server guest platforms. In addition, VMware Vsphere 5 Enterprise Plus is included in the NRC's Technical Reference Model (TRM). The NRC's TRM documents the technologies and commercial products that have been established as service standards in the agency?s information technology infrastructure. The TRM provides useful guidance for NRC staff to follow when procuring technology or technical services to reduce technology risk and redundancy and ensure the selection and use of viable technology that is aligned with technology strategy in support of business needs. Items approved in the TRM have been reviewed by the Information Technology/Information Management Board (ITB) for IT security, maintainability, infrastructure compatibility, and investment redundancy with other assets already in use. For these reasons, the Government concludes that, in accordance with FAR 13.106-1(b), only the VMware items specified in this solicitation can reasonably satisfy NRC's requirements. The Government intends to award an open market purchase order to the responsible VMware authorized source whose technically acceptable quotation represents the lowest price. To be technically acceptable, both item numbers in this solicitation must be included in the quotation. The Government may increase the quantity of supplies called for in the Schedule at the unit price specified. The Contracting Officer may exercise the option by written notice to the Contractor within ninety (90) days of contractor acceptance of the purchase order resulting from this solicitation. Delivery of the added items shall continue at the same rate as the like items called for under the contract, unless the parties otherwise agree.
