Description
This is a Request for Information (RFI)/Sources Sought notice issued in accordance with FAR 15.201(e) to conduct market research. This RFI is issued solely for information and planning purposes - it does not constitute a Request for Proposal (RFP) or a promise to issue a RFP in the future. This request for information does not commit the Government to contract for any supply or service whatsoever. The VA is not, at this time, seeking proposals and will not accept unsolicited proposals. Responders are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested vendor's expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. Any information submitted by respondents to this RFI is strictly voluntary. All submissions become Government property and will not be returned. VA is performing market research for a potential requirement that would begin on January 1, 2013. The goal of the Department of Veterans Affairs (VA) major initiative, "Transform Human Capital Management", is to train its professional staff in leadership and technical competencies to establish a more robust executive model and address training gaps. The VA strives to further define technical capabilities in order to provide high quality, effective and efficient IT services to meet its initiatives and mission goals. The IT Workforce Development (ITWD), located in Falling Waters, WV is the office responsible for IT training, competency model development and implementation in VA's OIT. Significant work has already been accomplished in this area and this effort will augment and expand existing efforts. For this potential requirement, the Contractor will provide communication support services to ITWD. Contractor resources shall provide communications products in support of ITWD training products, and provide direct communications support to the ITWD management team through development of presentations, talking points, web content, Congressional responses, and other deliverables as necessary. In support of this effort, VA is conducting market research to further refine the requirements and establish the best acquisition approach. A Draft Performance Work Statement (PWS) is attached. Please note that requirements defined to date will likely change before a final request for proposal is released. Should a future requirement(s) evolve from this preliminary planning process, it is anticipated award will be made in the first quarter of FY13, with performance to start on January 1, 2013. VA anticipates a 12-month base period and four 12-month option periods. Submit responses and related information via email to: Ty.senour@va.gov by 3:00 P.M. Central Standard time, October 1, 2012. All proprietary/company confidential material shall be clearly marked on every page that contains such. Responses should include a short summary of your company's capabilities to provide the requirements and should be no longer than 10 pages. Please also include any questions or comments for any portions of the PWS that may need further clarification. Include the name, phone number, and email address of the lead from your organization. Please also include all company information, including Cage Code, DUNS, and size status under NAICS 611430 ($7M). VA reserves the right to not respond to any or all emails or materials submitted.
