- Draft specs and statement of work This is a request for information (RFI) issued by the Naval Research Laboratory (NRL) for information and planning purposes only. No awards will be made from the responses to this announcement. However, responses may be used to determine the appropriate acquisition strategy for a future acquisition. The NRL's Tactical Electronic Warfare Division (TEWD) is requesting information and rough order of magnitude (ROM) estimate of cost for electronic digital signal processing modules (DSPMs). TEWD is responsible for research and development in support of the Navy's tactical electronic warfare requirements and missions. These include electronic warfare support measures, electronic countermeasures, and supporting counter-countermeasures, as well as studies, analyses, and simulations for determining and improving the performance of electronic warfare systems. The NRL is requesting information from industry for DSPMs to be used to design and evaluate prototype shipboard and airborne electronic warfare (EW) applications and to be installed and operated within an enclosure that will be mounted to both airborne and surface shipboard platforms. NRL requests information on DSPMs that have comparable or better characteristics than those in the attached specifications. If NRL decides to purchase this system, NRL would issue an indefinite-delivery, indefinite-quantity contract with firm-fixed-price delivery orders. Industry is invited to comment on contract type. Examples of what key technical evaluation criteria might be included in a potential future purchase are the following: (1) Measured performance of the DSPM relative to requirements (2) Documentation/verification of qualifications relative to requirements (3) Delivery schedule (4) Total units manufactured to date (if existing product) (5) Warranty/repair policy (6) Technical support available/provided Interested parties should submit the information requested herein, as well as a ROM cost estimate, and whether the offeror has and maintains a facility clearance level (and what that level is), and business size. This RFI is also being used to determine the commerciality of the required DSPMs. Please see FAR 2.101 for the definition of "commercial item" and include a statement of the commerciality of the offered product. This RFI is for planning purposes only and shall not be construed as a request for proposal (RFP) or as an obligation on the part of NRL to acquire any product or services. The NRL does not intend to award a contract based on this RFI or otherwise pay for the information requested. Submission of a response to this RFI is voluntary. The voluntary submission of a response to this RFI shall not obligate the NRL to pay or entitle the submitter to any compensation. All information and data received in response to this RFI marked or designated as corporate or proprietary information will be protected as such.
