Description
Solicitation No. 090712MA is being amended to post responses to questions. Responses to Questions Q1. Does the BBG have knowledge of provisions or exemptions with respect to The Cuban Assets Control Regulations, 31 CFR Part 515, that enables a U.S. contracting firm to engage with Cuban nationals residing in Cuba as described in the solicitation? A1. Before submitting an offer in response to the Solicitation, all interested offerors are encouraged to consult with legal counsel about their offer and the applicability of the Cuban Assets Control Regulations. Q2. Can the BBG facilitate any required general or specific OFAC licensing for a U.S. contracting firm to engage with content contributors as described in the solicitation? A2. OFAC licenses are under the purview of the Department of the Treasury. BBG holds a specific license to engage the services of Cuban nationals in Cuba for the purpose of preparing news-related broadcasting materials for rebroadcast by BBG. The license is not transferable. If a specific license is needed by the Contractor, the BBG would confirm and clarify with appropriate licensing authorities that the scope of BBG’s license includes BBG’s contractor engaged in the staffing and management of the Cuban reporters, or, as needed, support the Contractor’s application for a specific license. Q3. Does the BBG have incumbent(s) currently performing the services as described in the solicitation? A3. No. All others terms and conditions of Solicitation No. 090712MA remain unchanged.
