- NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. This is a notice of intent to award a sole source contract under statutory authority 10 United States Code (U.S.C.) 2304(c) (1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The Mission and Instillation Contracting Command (MICC) Fort Jackson intends to make a sole source award to MILACRON for a MILACRON 400 ton injection mold machine for the TSC Devices Branch at Fort Jackson This procurement is being conducted under Simplified Acquisition Procedures (SAP) Soliciting from a single source authorized by FAR Subpart 13.106-1(b) (1). For purchases not exceeding the simplified acquisition threshold, contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available. Each mold requires approximately three to six months of labor to complete, and with the complexity and large amount of molds TSC currently has, the purchase of a mold machine other than a MILACRON 400 would cause a duplication of cost already incurred as well as a large time delay. The cost of having new molds made or modifying current molds could far exceed $500K depending on the extent of modification required. Award to any other source would result in substantial duplication of cost to the Government that is not expected to be recovered through competition. The anticipated period of performance for this effort is expected to be two months from the date of award. The North American Industry Classification System (NAICS) code for this requirement is 333220 and the size standard is 500. Response to this notice must be received via email to the identified POC providing clear and convincing evidence of capabilities, qualifications and compatibility with existing injection mold machines at the TSC Devices Branch at Fort Jackson as well as convincing evidence that competition would be advantageous to the Government. In doing so, interested sources must submit technical capabilities, pricing, and other information that demonstrates their ability to meet the Governments needs. Such qualifications and/or capabilities will be used solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. Requests should be marked with Referencing "MILACRON Injection Mold Machine". A determination by the Government not to conduct this effort as a full-and-open competitive procurement, based upon responses to this notice, is solely within the Government's discretion. This notice of intent to award is not a request for competitive proposals. However all proposals received by the appointed due date will be considered by the Government. A determination by the Government not to compete with this proposal based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A solicitation will not be issued. In the absence of qualified sources, a firm fixed price contract will be awarded under the Other than Full and Open Competition procedures, pursuant to 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The anticipated award date is 26 September 2012. Interested parties may identify their interest and capability to respond to the requirement or submit proposals. All inquiries must be submitted in writing to the contract specialist, Marian Korn at marian.d.korn.civ@mail.mil. Response to this notice must be received by 25 September 2012, no later than 12:00 PM Eastern Standard Time. Responses received after the aforementioned response time or without the required information will be considered non-responsive to this synopsis and will not be considered. Telephonic inquiries will not be accepted.
