- The Naval Sea Systems Command (NAVSEA) intends to issue a full and open competitive solicitation in the October 2012 timeframe for Landing Craft, Air Cushion (LCAC) Service Life Extension Program (SLEP). The LCAC SLEP will extend the service life of LCAC, sustain/enhance craft capability, replace obsolete electronics, repair corrosion damage, reduce life cycle cost by improving reliability and maintainability, increase survivability, and establish a common configuration baseline. One contract will be awarded for performance of LCAC SLEP at the Joint Expeditionary Base Little Creek-Fort Story, Virginia Beach, VA at Assault Craft Unit 4 (ACU 4). The solicitation will cover two craft, LCAC 88 and LCAC 89, with delivery requirements of no later than 16 months after the induction of each craft. LCAC 88 is expected to be inducted into the SLEP availability in July 2013. LCAC 89 would be inducted a minimum of three months after the induction of LCAC 88. The solicitation includes labor and material for growth work. LCAC SLEP is to be performed in accordance with Government prepared Technical Data Package (TDP) which includes craft specific work items and all referenced drawings and test procedures. All responsible sources may submit a proposal for consideration. Offerors are not restricted to Master Ship Repair Agreement holders or Agreement for Boat Repair holders. A site visit at ACU 4 is anticipated for approximately 11 October 2012 to allow business sources an opportunity to survey LCAC 83 (a non-SLEP craft with similar configuration to both LCAC 88 and LCAC 89). Also, depending on craft availability, there may be an opportunity to survey a craft currently undergoing a maintenance availability, allowing interested parties the ability to survey the underwater hull structure. This site visit will also include access to the LCAC SLEP worksite, the Tension Fabric Shelter (TFS), the lay down, material receipt and services areas. Interested parties who attended the previous site visit are encouraged to attend this second site visit. No other site visit is planned for this pre-solicitation notice or any subsequent solicitation. Each company requesting a site visit will be allocated a two-hour window during which no more than 5 personnel, in total, may attend. Interested parties shall respond to Ms. Linda C. Squires at linda.squires@navy.mil no later than 1600 EST on 3 October 2012 and provide a Company Point of Contact to whom specific information regarding this site visit can be relayed. Interested parties who have not already requested the FY13 LCAC SLEP TDP from Ms. Linda C. Squires are encouraged to do so prior to this site visit. It is anticipated that the FY13 LCAC SLEP TDP will not be revised prior to the issuance of any Request for Proposals (RFP). This pre-solicitation notice is for information only, and shall not be construed as a commitment by the Government to solicit contractual offers or award contracts. The Government is not soliciting, nor will it accept, proposals as a result of this synopsis. If a solicitation is issued in the future, it will be announced via FEDBIZOPPS/NECO and interested parties must comply with that announcement. The Government will not reimburse respondents for any questions submitted or information provided as a result of this notice.
