Description
This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at https://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) site located at https://www.neco.navy.mil. While it is understood that the FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Naval Sea Systems Command. This is a combined synopsis and solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Request for Quotation (RFQ) number is N66604-12-Q-3619. The Naval Undersea Warfare Center, Division Newport, RI (NUWCDIVNPT) intends to purchase the sole make and model National Instruments products listed in Attachment 1. No substitution items allowed. This is 100% set-aside for small business. NAICS code is 423430, size standard 100 employees. Required delivery is 6 weeks after award, FOB Destination Naval Station Newport, RI. The basis for the sole make and model is for compatibility with existing systems and components. All timely offers will be considered. Offers must contain complete product information and prices. Incorporated provisions and clauses are those in effect through Federal Circular 2005-27. FAR 52.212-1 Instructions to Offerors -- Commercial Items applies. Evaluation will be in accordance with FAR 52.212-2 Evaluation -- Commercial Items. Award will be based on lowest proposed price. FAR 52.212-4, Contract Terms and Conditions -- Commercial Items, FAR 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders -- Commercial Items, and DFARS 252.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items apply. If the unit price of any item exceeds $5,000.00, then DFARS 252.211-7003, Item Identification and Valuation applies. The following addenda or additional terms and conditions apply: 52.204-99 -- System for Award Management Registration. Offers should include price, delivery terms and the following information: Cage Code and DUNS #.
