- The Fleet Logistics Center (FLC) Norfolk Contracting Department, Norfolk, VA 23511-3392, intends to negotiate a firm fixed price indefinite delivery indefinite quantity (IDIQ) contract for shore power cables utilizing procedures under FAR Part 12, Acquisition of Commercial Items, FAR Part 15, Contracting by Negotiation, and FAR Part 19, Socioeconomic Programs. A one-year base period and four one-year option periods are anticipated. The requirement will be solicited as a total small business set-aside. The NAICS code applicable to this procurement is 335931. The size standard is 500 employees. Each year, the Government anticipates a requirement of approximately 5 assemblies of 500 foot length 4160 volt cable and 70 assemblies of 250 foot length enhanced or enhanced-plus triple-heat conductor, heat, oil, and flame-resistant cable (THOF)-500 three connector type 480 volt cable with single pole connectors on each end. The specifications for each of the cables are found in OPNAVINST 11310.3B. Further details shall be identified in the solicitation. The anticipated award date is on or about 02 November 2012. The solicitation, any documents related to this procurement, and all amendments issued will be in electronic form. THE SOLICITATION IS NOT YET AVAILABLE. Once available, the solicitation will be posted to this site (Navy Electronic Commerce Online or NECO). The solicitation will be available on or about 01 October 2012. The NECO website has a œsubmit bid button next to the solicitation number. DO NOT use the œsubmit bid button on NECO to submit your proposal. All responsible sources may submit a proposal which shall be considered by the Government. By submitting a proposal, the offeror will be self-certifying that neither the principal corporate officials nor owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any Federal Agency. Failure to do so may represent grounds for refusing to accept the offer. The Contracting Officer reserves the right to conduct verbal or written discussions with respect to other than price with the offerors at anytime prior to award. By submission of an offer, the contractor acknowledges the requirement that a prospective awardee must be registered in the System for Award Management (SAM) database prior to award, during performance, and through final payment of any contract resulting from the solicitation, except for awards to foreign vendors for work to be performed outside the United States. Lack of registration in the SAM database will make a contractor ineligible for award.
