- NASA/GSFC has a requirement for Information Science and Library Services to include the personnel, maintenance, and expertise necessary to perform Comprehensive Library and Information Services support for the Goddard Library. The Information Science and Library Services contract provides the necessary personnel, maintenance and expertise required to perform services that include collection building, access services, information navigation, electronic library support, digital preservation support, metrics and reporting, special information science, and knowledge management services for the GSFC community at Greenbelt, Maryland and Wallops Island, Virginia locations. NASA/GSFC intends to purchase the services from the current incumbent, LAC Group, on a sole source basis to allow continuation of the Library Services contract until the follow-on competitive procurement is completed. Conducting a competitive procurement for the continuation of these services would seriously impact current ongoing library services activities. Additionally, award to any other source for this interim period would pose risks to the NASA Goddard Space Flight Center mission due to phase-in and other delays in access to essential information to continue supporting the mission. The Library services contract provides essential information and information research services in support of the Goddard Space Flight Center mission. Several ongoing research efforts could be affected as well as research in support of proposals which provide financial support for the centers scientific and technical missions. A break in service could have a profound effect on the scientists and engineers ability to perform their work in support of NASA Goddards work and achievement of Mission objectives. The current schedule for the follow-on Contract has the release of the Request For Proposal on September 20, 2012, and contract award approximately June 2013. Authority is 10 U.S.C. 2304(c)(1) Only One Responsible Source. The Government does not intend to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to Michael Nguyen at: Michael.N.Nguyen@nasa.gov no later than 3:00 pm local time on October 5, 2012.Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
