Description
The U.S. Agency for International Development (USAID), Office of Education and Training in Egypt intends to issue a purchase order to obtain technical assistance services for one education specialist to work with USAID and the Government of Egypt on the development of a results and logical frameworks and portions of the Project Appraisal Document (PAD) for the new CORE (Core Skills and Organizational Reform for Education) Program. The CORE program will assist the government in implementing a National Reading Reform Program. The anticipated timeframe for the technical services is from November 15 to December 31, 2012. Responsibilities include facilitating meetings with government officials, NGOs, donors and others as identified to develop a results and logical frameworks for the new program. Additional responsibilities include drafting the results and logical frameworks and key narratives in the PAD. The PAD defines the development problem to be addressed by the project; provide a description of the technical approach to be followed during implementation; define the expected results at the input, output, purpose, and goal level (as presented in the final logical framework); the financial plan and detailed budget; an overall project implementation and procurement plan; and the monitoring and evaluation plan. Qualifications include 15 years of international experience in basic education including academic courses in reading, writing, math and science; program planning and facilitation skills. The applicant must have demonstrated experience with Results and Logical Frameworks, design planning and working with Education Ministries.
