Description
Space and Naval Warfare Systems Center Pacific hereby publicizes its intention to solicit, negotiate, and award a Cost-Plus-Fixed-Fee (CPFF) contract on a noncompetitive basis with Unisys Corporation, 11720 Plaza America Drive STE 300, Reston VA 22190-4757, for continued Nova Navy messaging system Life Cycle Maintenance (LCM) and software, systems, and fleet engineering support at six system sites worldwide. This effort will require contractor personnel who possess intimate knowledge of Nova architecture and software requirements. Unisys Corporation is the original developer and sole maintainer of the Nova messaging system software, and has a team of experts that are highly specialized in Nova software capability and maintenance. The maintenance diagnostics software tools and servicing guides necessary to maintain the Nova system are proprietary to Unisys. Because of its experience and propriety software tools, Unisys is the only firm currently possessing the capability to immediately provide Nova system maintenance and software engineering solutions. Based on the aforementioned facts, only one responsible source and no other supplier or services will satisfy agency requirements in accordance with FAR 6.302-1. Be advised that the aforementioned information is anticipatory in nature and is not binding. This notice is not a request for competitive proposals; however, any firm believing that they can fulfill the requirement of providing these services may be considered by the agency. Interested parties may identify their interest and capabilities in response to this synopsis, and must clearly show the firm's ability to be responsive without compromising the quality, accuracy, and reliability of services provided. Any comments, questions or concerns regarding this notice may be submitted IN WRITING via e-mail to matthew.schupbach@navy.mil. Anticipated Contracting Date: Awarded NLT 1 Jan 2012.
