- The Federal Aviation Administration (FAA) is issuing this Request for Quote (RFQ) for the Mandatory DBE/ACDBE Certification Training Program as shown in the attached Statement of Work. This is a small business set aside and is open to all small businesses. However, to be considered, your company must be registered with a DUNS number on the System for Award Management (SAM) website (www.sam.gov). The North American Industry Classification System (NAICS) code for this procurement is 541611 Administrative Management and General Management Consulting Services, Size Standard $25 million. Award will be based on the quote that provides the FAA with the overall best value based on technical capabilities, experience and industry recognition as evidenced in the quote. Technical factors are collectively significantly more important than price, but price will also be considered in the final award determination. The FAA is seeking small businesses with extensive, expert and current experience with the FAA's Disadvantaged Business Enterprise (DBE) and Airport Concessions DBE (ACDBE) program management and administration; specifically, processing certifications applications and proven ability to develop and deliver both DBE and ACDBE certification training as well as the ability to assist with the development and maintenance of related record-keeping and tracking systems. Evaluation Criteria (in order of importance): 1.Technical Capabilities - The offeror must demonstrate they have the ability to deliver DBE and ACDBE certification training and be up-to-date on the all the certification regulations of both programs. (currently performing successfully under a federal contract of the same size and scope as this requirement or larger) 2.Experience - The offeror must have a minimum of 15 years of DBE and ACDBE experience, including processing certification applications and developing training and/or guidance on both DBE and ACDBE certification programs. 3.Industry Recognition - The offeror must demonstrate they are well known and respected in the field of DBE/ACDBE certification program development and implementation. (for example: have received an award, honor or recognition in management or administration of the DBE/ACDBE programs or received awards at national conferences and/or news articles in DBE related trade journals) The FAA reserves the right to award a single award or make no award at all based upon the total aggregate offer. All quotes must be submitted electronically to the following email address: katherine.m.williams@faa.gov Offerors must respond by 09:00am Eastern Standard Time, Monday, September 24, 2012 to be considered for this requirement. Time responsiveness will be determined by the date and time the electronic submission is sent by the offeror, not the receipt date and time. All questions regarding this Request For Quote (RFQ) and communications prior to the potential contract award will be submitted in writing and directed to Katherine M. Williams, FAA Contracting Officer, via electronic mail at katherine.m.williams@faa.gov by September 20, 2012 4pm EST. Quotes must be submitted in a Microsoft Word document or portable document format (i.e..pdf file). The quote should be no more than 8 pages, 5 for technical and 3 for pricing. The anticipated period of performance is one year with two six month option periods, if exercised. The same SOW applies to the optional periods. Quote should be Firm Fixed Price. Please respond by email as the FAA will not be responding to phone inquiries. Please complete the attached Business Declaration Form and provide an SBA certified 8(a) letter, if applicable. The FAA will not pay for any information received or costs incurred in preparing responses to this RFQ.
