CANCELLATION NOTICE:This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice.The solicitation number is SGE50012R0113 and is issued as an invitation for bids (IFB), unless otherwise indicated herein.The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-60. The associated North American Industrial Classification System (NAICS) code for this procurement is 423740 with a small business size standard of 100.00 employees.This requirement is unrestricted and only qualified offerors may submit bids.The solicitation pricing on www.FedBid.com will start on the date this solicitation is posted and will end on 2012-08-29 11:00:00.0 Eastern Time or as otherwise displayed at www.FedBid.com.FOB Destination shall be Riyadh, null 11693 The Department of State requires the following items, Brand Name or Equal, to the following: LI 001, TRANE CHILLER unit, MODEL RTAC - 300E (257.6 tons) high efficiency chiller to meet the following specifications: Capacity is min/max. 250/260 tons; Efficiency - high, EER- 7.3, COP 2.14 at full load for 115 degrees F ambient air temperature, condenser ambient range is high ambient, elevation 2000ft., IPLV is 14.4 EER; Provided with compressor sound package; Evaporator: 2 pass, entering /leaving water temperature - 58DegF/44DegF, gpm - 442@ 9.10 ft. of water pressure drop, evaporator fouling factor 0.0001 hr-sq.ft.-deg F/ BTU; Outdoor ambient 115deg F; Electrical: 460V, 3ph, 60Hz; total unit power 422.70 KW; total compressor power, 395.7 kw and total fan power 25.8kw. Dual point MCA: 423 A for circuit 1 and 231 A for circuit 2; dual point power MOP - 500 A circuit1. Condenser fans - quantity 20 with across-the-line starters., 2, EA; LI 002, TRANSPORTATION: FOB: Anerican Embassy Diplomatic Quarter Riyadh 11693 Saudi Arabia, 1, LT; Solicitation and Buy Attachments ***Question Submission: Interested offerors must submit any questions concerning the solicitation at the earliest time possible to enable the Buyer to respond. Questions must be submitted by using the 'Submit a Question' feature at www.fedbid.com. Questions not received within a reasonable time prior to close of the solicitation may not be considered.*** For this solicitation, Department of State intends to conduct an online competitive reverse auction to be facilitated by the third-party reverse auction provider, FedBid, Inc. FedBid has developed an online, anonymous, browser based application to conduct the reverse auction. An Offeror may submit a series of pricing bids, which descend in price during the specified period of time for the aforementioned reverse auction. Department of State is taking this action in an effort to improve both vendor access and awareness of requests and the agency's ability to gather multiple, competed, real-time bids.All responsible Offerors that respond to this solicitation MUST submit the pricing portion of their bid using the online exchange located at www.FedBid.com. There is no cost to register, review procurement data or make a bid on www.FedBid.com.Offerors that are not currently registered to use www.FedBid.com should proceed to www.FedBid.com to complete their free registration. Failure to comply with the below terms and conditions may result in offer being determined as non-responsive. New Equipment ONLY; NO remanufactured or "gray market" items. All items must be covered by the manufacturer's warranty. The buyer is allowing Sellers to submit bids for alternate products as long as the bid specification technically ?meets or exceeds? the needs to be fulfilled by the requested specification which shall be used in an on-going effort to upgrade an existing network. Sellers MUST enter exactly what they are bidding (model and description) on a separate page in order for the bid to be considered. The offeror should include ?descriptive literature? and drawings of the alternate products offered, illustrating that the offered item meets or exceeds the specifications of the requested items. It is the Seller?s responsibility to prove that the offered item meets the requested specifications. DESCRIPTIVE LITERATURE (a) "Descriptive literature" means information (e.g., cuts, illustrations, drawings and original manufacturers' brochures) that is submitted as part of an offer. Descriptive literature is required to establish, for the purpose of evaluation and award, details of the product offered that are specified elsewhere in the solicitation and pertain to significant elements such as (1) design; (2) materials; (3) components; (4) performance characteristics; and (5) methods of manufacture, assembly, construction, or operation. The term includes only information required to determine the technical acceptability of the offered product. It does not include other information such as that used in determining the responsibility of a prospective contractor or for operating or maintaining equipment. (b) Descriptive literature must be (1) identified to show the item(s) of the offer to which it applies and (2) received by the time specified in this solicitation for receipt of offers. (c) Data displaying more than one model or size shall be clearly marked so as to indicate the specific item being offered. (d) Offers which do not present sufficient information to permit complete technical evaluation by the Government may be rejected. Bid MUST be good for 30 calendar days after close of Buy. Shipping must be free on board (FOB) destination to the American Embassy in Riyadh, Saudi Arabia, which means that the seller must deliver the goods on its conveyance at the destination specified by the buyer, and the seller is responsible for the cost of shipping and risk of loss prior to actual delivery at the specified destination. Offeror must be registered in the Central Contractor Registration (CCR) database before an award can be made to them. If the offeror is not registered in the CCR, it may do so through the CCR website at http://www.ccr.gov. The selected Offeror must comply with the following commercial item terms and conditions, which are incorporated herein by reference: FAR 52.212-1, Instructions to Offerors - Commercial Items, applies to this acquisition; FAR 52.212-3, Offeror Representations and Certifications - Commercial Items - the selected offeror must submit a completed copy of the listed representations and certifications; FAR 52.212-4, Contract Terms and Conditions - Commercial Items; FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items, paragraph (a) and the following clauses in paragraph (b): 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.225-13, 52.232-34. The full text of the referenced FAR clauses may be accessed electronically at https://www.acquisition.gov/far/. Delivery must be made with 90 days (less preferred) after receipt of the order (ARO). The Offeror must provide within its offer the number of days required to make delivery after it receives a purchase order from the buyer. In addition to providing pricing at www.FedBid.com for this solicitation, each Offeror must provide and required, NON-PRICING responses (e.g. technical proposal, representations and certifications, etc) so that they are received no later than the closing date and time of this solicitation. This also includes descriptive literature for alternate brand name products as described in ?Brand Name or Equal?. To be considered for award, all Sellers must be manufacturer authorized distributors of the equipment/services they are offering with a demonstrated capability of delivering the entire order within the timeframes specified by the Buyer on the award. Sellers will be required to provide documentation as proof of authorization to be considered for award.
