General Information: Document Type: Synopsis to the Solicitation Solicitation Number: SPE600-13-R-0801 Classification Code: S - Utilities and housekeeping services Contracting Office Address: Defense Logistics Agency, Energy Utility Services Division, 8725 John J. Description: The following NAICS codes apply: 221122 Electric Power Distribution System 221210 Natural Gas Distribution System 221310 Water Supply & Irrigation Systems 221320 Sewage Treatment Facilities The Defense Logistics Agency (DLA), Energy Utility Services Division in conjunction with the United States Air Force, plans to offer the privatization of the electric, natural gas, and water distribution and wastewater collection systems at Grand Forks Air Force Base (AFB), North Dakota and Cavalier Air Force Station (AFS), North Dakota. Privatization is defined as the transfer of ownership and responsibility for the operations, maintenance, repair, future upgrades, and future utility system replacements. As a result of this solicitation, the firm will be selected to assume ownership of the above-mentioned utility systems. The successful firm(s) will be required to provide expansions to the system(s) to meet future needs of the government. The resulting contract(s), if awarded, will require the Contractor(s) to furnish all necessary labor, management, supervision, permits, equipment, supplies, materials, transportation, and any other incidental items or services required for the complete ownership of and provision of utility services via the utility system(s), including operation, maintenance, repair, upgrade, and improvement of the systems. The Contractor(s) shall manage the maintenance, repairs, replacement, etc., of the systems to ensure continuous, adequate, and dependable service for each Government or tenant connection within the service area. The Contractor(s) shall be responsible for funding all capital investments required to acquire, maintain and operate the utility systems in a safe, reliable condition and to meet the requirements listed in the contract. Real property interests will be conveyed in the form of a Right-of-Access. The utility systems will be conveyed via a Bill of Sale upon award of the contract. The Contractor(s) proposals and plans may become a part of the contract upon the decision to award. Past performance information from potential Offerors shall be submitted as directed in the Request for Proposal (RFP). No Offeror will be denied the opportunity to submit a proposal in response to the RFP. Offerors are not required to offer on all of the utility systems unless otherwise specified in the RFP. Offers may be submitted on individual systems or on groups of systems on an all or none basis. However, for grouped proposals, the Government reserves the right to consider any efficiencies and/or cost savings that may be achieved by awarding multiple systems to a single offeror. For purposes of economic comparison, each system will be analyzed and considered for award separately. This utility privatization action will be accomplished in accordance with 10 U.S.C. § 2688 - Utility systems: conveyance authority. Grand Forks AFB, located 15 miles west of the City of Grand Forks, in Grand Forks County, North Dakota, is an active military installation. The Base is bordered on the south by U.S. Highway 2 and on the east by County Highway B3. Grand Forks AFB occupies approximately 5,000 acres and contains approximately 200 buildings not including Military Family Housing. The 2008 Base population is approximately 5,000. Grand Forks AFB employed more than 3,000 personnel in 2008. Cavalier AFS is located in the northeast corner of North Dakota on the western edge of Pembina County, 14 miles southwest of the county seat, Cavalier, North Dakota. The area surrounding Cavalier AFS is sparsely populated, consisting of pasture, wooded areas, cultivated cropland, bodies of water, and few incorporated, industrial, or urban areas. Agriculture is the primary industry in Pembina County. Construction of Cavalier AFS began in 1970 and it became operational 5 years later. In 1985, six military family housing duplexes were relocated from a site near Nekoma, North Dakota, to Cavalier AFS. In the 2000s, two military housing units and a new guard gate were constructed at Cavalier AFS. Cavalier AFS, through the procurement of local goods and services as well as military and contract payrolls, contributes significantly to the local economy. The Installation employs about 150 military, Department of Defense (DoD) civilian, and civilian contractor personnel. Cavalier AFS's fenced boundary encompasses approximately 278 acres. The installation is divided into two primary sections: the industrial area and the tactical area. In the industrial area, there are approximately 36 structures and buildings; in the tactical area, there are approximately six structures and buildings. The total square footage of facilities on Cavalier AFS is approximately 420,011 square feet (SF). Of the 420,011 SF, the industrial area has about 139,651 SF and the tactical area has about 280,460 SF. According to the current installation master plan, which provides information on future growth, Cavalier AFS "projects a continuation of the current mission with no significant increase or decrease in assigned personnel."
