Description
This is combined synopsis/solicitation for commercial items prepared in accordance with the format Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is 2609501 and solicitation is issued as a request for quotation (RFQ). This solicitation document and incorporated provision and clauses are those in effect through Federal Acquisition Circular 2005-60. Delivery and acceptance will be at Bethesda, Maryland. This is a small-business set-aside. The National Institute of Mental Health (NIMH) has a requirement for BrainAmp 64-Channel System. The system has the following requirements: 1) 5kHz maximum sampling rate per channel with the capacity to set gain and filters for each channel individually, 2) Measures the impedances of all electrodes, 3) MEG compatible EEG system that is provided with a special flat MEG electrodes system, 4) MEG electrodes are >3mm high, 5) Applies the conductive gel while in place, 6) Impedance feedback at the electrode, and 7) Allow for DRL and active shielding. The provisions at 52.212-1, Instructions to Offerors Commercial Items, applies to this acquisition. The provisions at 52.212-2, Evaluation Criteria Commercial Items, is applicable. Specific evaluation criteria: (1) Ability to meet technical specification, and (2) Ability to deliver on time and specification. Offers will also be evaluated on best value in relation to price. Offeror must include completed copy of the provisions at 52.212-3, Offeror Representations and Certifications Commercial Items, applies to this acquisition. Clause at 52.212-5, Contract Terms and Conditions Required Implement Statues or Executive Orders Commercial Items, applies to this acquisition.
