- This is a sources sought notice only. This is not a solicitation announcement. No contract will be awarded as a result of this announcement, and no reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up requests. The North American Industry Classification System (NAICS) code for this procurement is 541620. The Environmental Protection Agency (EPA) is performing market research to identify contractors that possess the capabilities to provide support for the EPA's Office of Atmospheric Programs (OAP), Clean Air Markets Division (CAMD), Clean Air Status and Trends Network (CASTNET). The work is further detailed in the Draft Statement of Work. The Draft Statement of Work and attachments are available at: http://www.epa.gov/oamhpod1/admin_placement/1200026/index.htm This requirement is currently performed as a T&M (cost) / LOE (cost-plus-fixed-fee) task order contract under Contract No. EP-W-09-028. The Government expects to conduct the procurement as a full-and-open competitive negotiated acquisition and award T&M / LOE hybrid contract under a single award scenario. The resultant contract is anticipated to have a one-year base period and four one-year option periods. Interested parties may submit a brief capability statement, no more than five (5) single-sided pages, demonstrating how they are capable of meeting this requirement. Standard brochures and/or paraphrasing of the Statement of Work will not be considered sufficient to demonstrate the capabilities of an interested party. Feedback and/or evaluation information will not be provided to any firm regarding their individual capability statements. Telephone calls, facsimiles, and/or requests for a solicitation will not be accepted or acknowledged. The capability statement should include the following: (1) Name of business; (2) Contact information (address, telephone, facsimile, e-mail, website address); (3) DUNS number, business size and classification; (4) GSA contract number and period of performance (if vendor has GSA contract that fulfills requirements of the draft Statement of Work; this requirement is not anticipated to be a GSA award); (5) Technical description of ability to mee t the requirement (description should address technical competencies, and organizational experience relative to the key task areas in the draft Statement of Work); (6) Discussion of any potentially significant organizational conflicts of interest; (7) Any comments or concerns regarding draft Statement of Work or subject procurement. Businesses shall submit electronic copies of their respective capability statements to Melissa Puchalski at puchalski.melissa@epa.gov and Nicole Schuller at schuller.nicole@epa.gov, no later than October 17, 2012.
