Description
This solicitation is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov/ and the Navy Electronic Commerce on Line (NECO) site located at https://www.neco.navy.mil/ While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by NSWC Crane. This solicitation being issued pursuant to the procedures at FAR 13. Synopsis exception FAR 5.202(a)(13) applies and RFQ Number N00164-12-T-0317 is hereby issued as an attachment hereto. This solicitation is 100 percent set-aside for small business. The government contemplates award of a Firm Fixed Price (FFP) resulting from this solicitation for purchase of MK 173 MOD 0 Adapters in accordance with the Automated Data List (ADL), drawings, Contract Data Requirement Lists (CDRLs A001 through A004), Quality Assurance Provision (QAP), and Supplementary Quality Assurance Provision (SQAP). The First Article Testing (FAT), and Lot Acceptance Testing (LAT) will be by a Government Representative of NSWC Crane. The FAT consists of 1 Lot = 30 each. The FAT items are considered a part of the production quantity. The FAT may be waived if the Contractor can prove that they have made these items before successfully and have been accepted by the Government. The LAT consists of 1 Lot = 32 each. CLIN 0001: 1 Lot (Quantity depends on price) IAW ADL, associated drawings, QAP, SQAP, and CDRLs. CLIN 0002: 1 Lot (Quantity depends on price) IAW ADL, associated drawings, QAP, SQAP, and CDRLs. Required Delivery: FOB Destination to NSWC Crane Div, 300 HWY 361, Crane, IN 47522-5001; The FAT is due 90 Days After Date Of Contract (ADC). The LAT is due 150 Days ADC, with the first LAT sample due 30 Days After First Article Test Acceptance (AFATA). Follow-on LAT samples are due 30 days after notification of previous LAT results. Evaluation of Quotes: Past Performance, Technical Capability and Price Acceptable Quotes shall consist of completing the solicitation in full, and providing past performance and technical capability information for government review. Quotes that are non-compliant with any requirement of this solicitation may be rejected without further consideration for award. Contractors must be properly registered in the Government's Central Contractor Registration (CCR) and in the Joint Certification Program (JCP) in order to receive the solicitation attachments. The Government intends to award to the responsible contractor whose offer is the best value to the Government, considering past performance and price related factors. Offerors may obtain information on CCR registration and annual confirmation requirements by calling 1-866-606-8220 or via the Internet at https://www.sam.gov. Information about the JCP is located at http://www.dlis.dla.mil. The solicitation attachments will be posted to FedBizOpps at the same time the solicitation is posted. FedBizOpps may be accessed at http://www.fbo.gov. Submitting a quote from the NECO website by clicking on Submit Bid does not guarantee offers will be received by the proper person in the correct format. It is the responsibility of the offeror to submit quotes to the Point of Contact (POC) at NSWC Crane. The POC is Ronald G. Smith e-mail ronald.g.smith@navy.mil or Fax 812-854-3465. All changes to the requirement that occur prior to the closing date will be posted to FedBizOpps and NECO. It is the responsibility of interested vendors to monitor FedBizOpps and/or NECO for amendments that may be issued to this solicitation. For changes made after the closing date, only those offerors that provide a proposal will be provided any changes/amendments and considered for future discussions and/or award.
