Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format under FAR Subpart 12.6 - "Streamlined Procedures for Evaluation and Solicitation for Commercial Items", as supplemented with additional information included in this notice. The Government intends to award multiple Indefinite Delivery - Indefinite Quantity (ID/IQ) contracts resulting from the combined synopsis/solicitation to the responsible offerors whose proposals, conforming to the combined synopsis/solicitation, are determined to be technically acceptable to the Government. Delivery orders will be competed among ID/IQ holders under separate solicitations issued at the time of the requirements. This announcement constitutes the only solicitation. Technical proposals are being requested and a written solicitation will not be issued. Solicitation number HR0011-12-R-0006 is issued as a Request for Proposal (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-59 and Defense Federal Acquisition Regulations Supplement Change Notice 20120615. This procurement is not set aside for small business. The NAICS Code for this solicitation is 325411. The classification code for this solicitation is 6505 Drugs, Biologicals and Official Reagents. The Small Business Size Standard is 750 employees. This is a multiple award, five-year Indefinite Delivery-Indefinite Quantity procurement on a Firm-Fixed-Price (FFP) and Time-and-Materials (T&M) basis. All responsible sources may submit a technical proposal which, if timely received, will be considered by the Agency. The Government intends to evaluate proposals and award multiple contracts without conducting discussions with offerors. Therefore, proposals submitted in response to the solicitation shall conform to all the requirements of this solicitation. However, at its discretion, the Government reserves the right to conduct discussions. The procurement is for the development and manufacture of plant based proteins from the Nicotiana benthamiana plant. Offerors may only provide a proposal for proteins from the Nicotiana benthamiana plant. The required items solicited are as follows: CLIN 0001: Plant Based Proteins -Specific proteins required will be identified in each delivery order -Indefinite Delivery - Indefinite Quantity -Firm-Fixed-Price -Lot CLIN 0002: Plant Based Proteins -Specific proteins required will be identified in each delivery order -Indefinite Delivery - Indefinite Quantity -Time & Materials -Lot In addition to the information required in accordance with FAR 52.212-1, offerors shall provide the following information: (1) Technical Approach The offeror shall explain its ability to rapidly express different types of recombinant plant (N. benthamiana) made proteins to include, but not limited to antigens for vaccines, enzymes, monoclonal antibodies, biologically active hormones and therapeutic proteins. The offeror shall explain its ability to grow, express proteins and process at least 300 kg of plant biomass per month in established validated production facilities. The offeror shall explain how it will ensure that the protein products delivered will be highly purified, characterized and meet specific lot release criteria, including the Certification of Analysis (CofA) for each protein. (2) Personnel and Facilities Capabilities Personnel: The offeror shall document the qualifications and availability of the proposed personnel identified by the offeror who are critical to successful accomplishment of the technical approach. For each proposed personnel, the extent of previous work experience and publications in the plant protein expression area and available time to devote to the project shall be clearly stated. The offeror shall provide resumes for each proposed personnel and clearly state any specialties that enhance the ability to complete the technical approach. The offeror shall outline the degree to which the offeror's proposed personnel represent any performance risk. Facilities Capabilities: The offeror shall identify the adequacy and extent to which its established facilities and equipment will support the achievement of the technical approach. The offeror shall identify its ability to rapidly express different types of recombinant plant (N. benthiamana) made proteins to include, but not limited to, antigens for vaccines, enzymes, monoclonal antibodies, biologically active hormones and therapeutic proteins. The offeror shall demonstrate its ability to grow, express, and process the final product proteins (including all downstream processes necessary for the requested purification) of at least 300kg of plant biomass per month in established and validated production facilities. The offeror shall explain its process to ensure that the protein products delivered are highly purified, characterized and meet specific lot release criteria, including the Certification of Analysis (CofA) for each protein. The offeror shall outline the degree to which the offeror's facilities represent any performance risk. (3) Past Performance and Experience The offeror shall provide past performance information pertaining to three (3) recent and relevant contracts for the same or similar work. The offeror shall include contract numbers, points of contact with telephone numbers and a description of the effort. The offeror shall provide Certificates of Analyses (CofA's) for its past performance references, if relevant. The offeror shall also provide details on: (a) how it adhered to contract schedules, including meeting interim milestones, and provided on-time completion of deliverables; (b) how it provided reliable performance and deliverables that conformed to contract requirements and standards of good workmanship; (c) how it was responsive to technical direction; (d) how it has relevant experience in protein processing of a specific product or different types of biological products (vaccines, enzymes, monoclonal antibodies, biologically active hormones and therapeutic proteins, etc) in the plant expression platform; and (e) how products were within the proposed budget. Proposal Format: All full proposals must be in the format provided below. Nonconforming proposals may be rejected without review. -All pages shall be printed on 8-1/2 by 11 inch paper with type not smaller than 12 point. -The proposal shall not exceed 25 pages. -The page limitation for full proposals includes all figures, tables, and charts. -The proposal may include an attached bibliography of relevant technical papers or research notes (published and unpublished), which document the technical ideas and approach upon which the proposal is based. Copies of not more than three (3) relevant papers can be included with the submission. The bibliography and attached papers are not included in the page count provided above. -The submission of other supporting materials along with the proposal is strongly discouraged and will not be considered for review. F.O.B. Destination (FAR 52.247-34) preferred. The Government will identify the date, time, and location of delivery in the individual delivery orders. The ability of the offeror to rapidly express different types of recombinant plant (N. benthiamana) made proteins to include, but not limited to, antigens for vaccines, enzymes, monoclonal antibodies, biologically active hormones and therapeutic proteins. Offeror must be able to grow, express proteins and process at least 300 kg of plant biomass per month in established and validated production facilities. The extent to which the offeror identified its process to ensure that the protein products delivered are expected to be highly purified, characterized and meet specific lot release criteria, including the Certification of Analysis (CofA) for each protein. The degree to which the offeror's factilites represent any performance risk. Past Performance and Experience (Factor 3) The extent to which the offeror adhered to contract schedules, including meeting interim milestones and provided on-time completion of deliverables. The extent the offeror: provided reliable performance and deliverables that conformed to contract requirements and standards of good workmanship, and was responsive to technical direction; has relevant experience in protein processing of a specific product or different types of biological products (vaccines, enzymes, monoclonal antibodies, biologically active hormones and therapeutic proteins, etc.) in the plant expression platform; and provided Certificates of Analyses (CofAs) for these past performances, if relevant. The extent to which the offeror demonstrated products were within proposed budget. Basis for Award of the ID/IQ contracts: The Government intends to award multiple ID/IQ contracts to the offerors based on technically acceptable proposals with consideration given to the following factors: Technical Approach (Factor 1); Personnel and Facilities Capabilities (Factor 2); and Past Performance and Experience (Factor 3). Factors 1 and 2 are of equal importance and are both of greater importance than Factor 3. An unacceptable consensus rating in either Technical Approach or Personnel and Facilities Capabilities factors may render the entire proposal technically unacceptable.
