Description
In accordance with (IAW) FAR 12.603 - Streamlined Solicitation for Commercial Items, the following is submitted for this Request For Quote: (i) This is a combined synopsis/solicitation for commercial items prepared IAW the format in Subpart 12.603(c)(2), as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. (ii) This solicitation, FA2517-12-T-6078, is being issued as a Request for Quotation (RFQ). (iii) This solicitation document incorporates provisions and clauses in effect through Federal Acquisition Circular (FAC) 2005-60. (iv) This procurement is 100% set aside for small business. The NAICS code for this requirement is NAICS code 541370 Surveying and Mapping (except Geophysical) Services. The small business size standard is $14.0 million. A single award will be made as a result of evaluation of quotes. (v) The Government's requirement consists of a four day on-site training at five locations for advanced Trimble Surveying and Mapping Geographic Information System (MGIS) training for 12 people in accordance with the Performance Work Statement dated 06 Sep 12. The five locations are Schriever AFB, Buckley AFB, Patrick AFB, Los Angeles AFB, and Vandenberg AFB. CLIN Description 0001: 4 day training course with one certified trainer for up to 12 students in accordance with Performance Work Statement dated 06 Sep 12. Quantity: 5 each (vi) Training to be completed on-site at the following locations: Schriever AFB, CO, Buckley AFB, CO, Patrick AFB, FL, Los Angeles AFB, CA, and Vandenberg AFB, CA. (vii) The following provisions and clauses apply to this acquisition: (a) FAR 52.212-1, Instructions to Offerors-Commercial Items (Jun 2008). All firms must be registered in Wide Area Workflow (WAWF) at https://wawf.eb.mil at time of quote submittal. DUNS, Cage Code, tax ID, terms and conditions shall be submitted with quote. All firms must be registered in the System for Award Management at www.sam.gov in order to be considered for award. The Government is not providing contract financing for this requirement. (b) FAR 52.212-2, Evaluation-Commercial Items (Jan 1999), applies to this acquisition. Paragraph (a), award will be made to the lowest price, Technically Acceptable offeror. Technically Acceptable is defined as a proposed training approach that meets all requirements of the Performance Work Statement. (c) FAR 52.212-3, Offeror Representations and Certification-Commercial Items (January 2011), is applicable to this acquisition. All vendors shall be registered in Online Representations and certifications (ORCA) (https://orca.bpn.gov) at the time of Quote submittal. (d) FAR 52.212-4, Contract Terms and Conditions-Commercial Items (June 2010), applies to the acquisition. (e) FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders--Commercial Items (Deviation)(January 2011) applies to this acquisition.
